PREFATORY NOTE OF THE RAPPORTEUR-GENERAL

1.Special Continental Assessment No. 1 was organized by continent because that is how the ground now lies. Within a fortnight of its adoption, eleven member governments had asked for something smaller and harder: portraits of individual states — their own neighbours, their own creditors, their own precedents — at a resolution the continental parts could not afford. The Council’s presidency selected nine, and fixed their order, and the Working Group has learned not to litigate such lists. The nine are not a sample. They are a request, and requests are data too: two fallen maritime powers, two custodians of other peoples’ sanctities, one evacuated nation, one state at the hinge of three geographies, the Withdrawal’s best-resourced performer, and two of the risen interior. Read together, they are the era in nine exposures.

2.The warnings of the parent Assessment apply in full and are not repeated, with one exception the Working Group repeats because the first study makes it urgent: the evidentiary grades matter. Eight of these states lie on the three continents and are reported at grades A and B. One lies across an ocean no ship now sails, and is reported at grades C and D — that is, by radio and by inference. The Working Group objected to including it on methodological grounds. The Working Group was overruled, and records the overruling, and has done its best.

3.One further note. Several of these studies concern wounds — national, religious, and personal — that are six years old and not healed. The Working Group’s flatness of tone is not indifference. It is the only courtesy an institution can pay to grief it cannot repair: to count it accurately.

STUDY ONE — THE UNITED STATES OF AMERICA

Extra-continental; all findings grade C (shortwave and Cordillera relay) or grade D (inference), without exception

I. Geopolitical Condition

4.The United States is the state the Withdrawal unmade first and most publicly, and the Working Group states the double fact as the Compact’s own analysts state it, because no softer formulation survives contact with the record: the nation that breached the Europan ocean is the nation whose unmaking opened the enforcement, and both facts are remembered together — at home, the broadcasts suggest, with anguish; abroad, the Working Group can confirm, without mercy. Three of the four vessels destroyed in the first hour of enforcement were American capital ships. The American global base architecture — the largest extraterritorial military presence in history — lay almost without exception on coasts and islands, and is gone. The North Atlantic alliance was not dissolved; it was rendered physically meaningless, its ocean closed, its signatories scattered to their relocation capitals, and the Working Group notes that no instrument of termination has ever been signed, there being no one to deliver it to and no way to deliver it.

5.The federal administration operates from Kansas City, a seat the Compact’s statements describe as chosen for rail convergence, river position, and distance from every coast — 1,600 kilometres from the nearest ban line, a margin the American temperament, as heard, regards as barely adequate. Constitutional continuity is real and strained. The strain is structural and, in the Working Group’s assessment, without precedent in federal systems: several states of the Union — Florida, Delaware, Rhode Island, Louisiana in its populated portions — no longer possess habitable territory outside the two bands, yet retain full congressional representation, governors-in-exile, and undiminished legal existence; other states have doubled or trebled in population without gaining a seat. The American broadcasts discuss the resulting apportionment crisis — “the Senate of the drowned,” in a phrase our monitors record as current — with a candour our analysts find remarkable and our historians find American. A constitutional convention is perennially demanded and perennially deferred; the Working Group counts the United States among the forty-one constitutional commissions noted in the parent Assessment’s consolidated finding, and among the least likely to finish quickly.

6.One geometric mercy organizes everything the Compact reports of American recovery: the Great Lakes are fresh water, and fresh water is permitted. The lakes littoral — Chicago above all — was exempt from evacuation and from the slow-zone electromagnetic regime, and Chicago is now, by every relayed account, the largest fully functioning pre-Mandate metropolis in North America and the second capital of the republic in everything but law: the exchange, such exchanges as remain; the press; the receiving city of the eastern seaboard’s professional classes. The axis Kansas City–Chicago–Minneapolis, with the Denver Archive at its western shoulder, is the American interior’s institutional spine, and the Working Group observes that a nation which spent two centuries facing two oceans is reorganizing, at speed and under protest, around an inland sea it had half-forgotten it possessed.

II. Societal Condition

7.The Compact relays American figures of 130 to 160 million persons displaced from the ban zones, with a slow-zone efflux — the Atlantic seaboard’s second band, the Central Valley’s western margins, the Gulf’s inland tier — that American authorities describe as continuing and uncensusable, a sentence the Working Group recognizes from its own annexes. The camps of the Midwest and the Front Range are, by the Compact’s account, the western hemisphere’s largest; absorption proceeds on the familiar gradient — measurable where land and work are offered, festering where they are not — and the confidential entries the Compact reports for the American reception districts are of the same species as our own schedule’s, and are subject to the same exemption from above (parent Assessment, §1.4), and the Working Group will not pretend the parallel is a comfort.

8.The Status Inversion operates in America with a national inflection the Compact’s sociologists, as relayed, describe precisely: the drowned coasts were not merely the republic’s wealth but its self-description — the harbours of arrival, the two shining seaboards, the frontier that ended at the Pacific and then refused to end. The interior that received the coastal millions had spent two generations being described, by the arriving classes, as country to be flown over. Six years have inverted the direction of description. The compound reported is the universal one — hospitality, vindication, resentment, in unstable solution — with an American additive: the interior’s political traditions, evangelical and agrarian, are now demographically sovereign, and the coastal diaspora’s assimilation to them, or resistance to them, is (as heard) the central fact of domestic politics.

III. Psychological Condition

9.American exceptionalism has suffered a wound for which, the Compact’s phrase deserves preservation, no dressing is available. The national story required either innocence or victory, and the record of 2029–30 offers neither: the intrusion was American, the objections it overrode were global, and the enforcement, when it came, addressed the republic in the same 6,561 tongues as everyone else and struck its carriers first. The psychological literature the broadcasts describe is a literature of the search for a usable narrative, and the Working Group records, at grade C, the three principal candidates: repentance (strongest in the mainline churches and the universities-in-exile), defiance (the Promethean current, for which the United States is the world’s deepest recruiting ground), and — the American singularity, reported nowhere else on earth at strength — the veneration of the breach itself: the Orphite current, which reads the Orpheus descent not as trespass but as contact, the republic’s engineers as the species’ priesthood, and the enforcement as the price of having touched the divine. The Working Group offers no analysis of a theology it cannot visit, and files it under the era’s general law that every society metabolizes the catastrophe through its own deepest story. The American story was reaching heaven by works.

10.The final Orpheus transmission — the structured echo — was classified by an American agency that no longer exists, and the custody of the classification is, on the Compact’s own statement, uncertain. The Working Group lists the matter in Annex II of the parent Assessment and notes here only that its uncertainty is now itself an American psychological fact: somewhere in the evacuated archive-fifths or the Denver deposits or a vault under a drowned city may sit the only words the other side ever said in private, and the republic that cannot find them is the republic that heard them first.

IV. Economic Condition

11.The Working Group declines to certify a fraction of 2029 output for an economy it cannot audit; the Compact’s relayed range is 35 to 45 per cent, graded D by our apparatus and by theirs. The composition is the universal one — maritime, aviation, financial, and coastal-urban columns voided; grain, rail, and construction rising — with three American particulars: the agricultural interior was the world’s largest surplus producer before the Mandates and remains so within its hemisphere, making the republic the Cordillera system’s granary and its creditor-in-kind; the dollar died with the system that cleared it, and the American interior’s monetary life (scrip, grain notes, the Compact’s Andean unit at the margins) is, as heard, the roughest of any major state’s; and the fiscal base has undergone the same conversion to land, throughput, and labour reported for Europe, in a polity whose constitutional arrangements were built, more than most, around the taxation of what could flee.

V. Religious Condition

12.American Protestantism has fragmented on eschatological lines — the stones as the signs of Luke, as angels, as instruments of wrath, each camp with its own timeline and none reconcilable — and the fragmentation is, by relay, the most consequential in the Christian world, the American churches having no centre to hold them and no state establishment to lose. Against it stand the consolidations: the Sea Sabbath reading in the mainline remnant; a Catholic population, heavily displaced and heavily coastal in origin, whose relation to the Esztergom pontificate is loyal in the parishes and contested in the conspiracy literature, the Bolzano corpus circulating in American traditionalist networks at strength (grade C); and the indigenous prophetic renaissance, whose Lakota and Hopi articulations the Compact reports as commanding, for the first time in the republic’s history, a national audience that arrives asking rather than telling. The Orphites are treated at ¶9. The stone-cults are universal, small, and denied, as everywhere.

13.The Working Group’s summary sentence, offered at the grade the whole study carries: the United States in 2035 is not a fallen power so much as an interrupted argument — a republic conducting, by candlelight and shortwave, the most public self-examination any great state has ever attempted, with the outcome unknown to its participants and inaudible, except in fragments, to us.


STUDY TWO — FRANCE

Report drawn from the Europe Panel; grades A and B throughout

I. Geopolitical Condition

14.France entered the Withdrawal with two seas, two identities, and a state tradition older than either, and has kept only the third. The Atlantic façade — Bordeaux, Nantes, the Breton peninsula entire — and the Mediterranean littoral — Marseille, the Rhône delta, the Riviera — lie within the ban zone and are evacuated; the second band takes the remainder of the maritime departments and, the geometric fact around which French national feeling now arranges itself, Paris, which stands 170 kilometres from the Channel at Dieppe and therefore inside the slow zone: intact, inhabited, and unpowered. The state operates from Lyon, 280 kilometres from the nearest sea, chosen for interior depth, Alpine hydropower, and rail convergence; the Panel rates the French relocation record second on the continent, behind only the Concordat’s, and the French administrative tradition — centralized, prefectoral, unembarrassed by command — as the principal reason.

15.France-at-Lyon is the largest European state outside the Danubian Concordat and has declined, so far, to join it, preferring bilateral instruments and a rhetoric of l’indépendance that the Panel records without comment beyond the observation that independence, in a rail-and-grain continent, is a tariff schedule. French external policy is organized around three lines: the Rhône–Saône–Rhine corridor into the Concordat system; the Iberian relationship, in which France is Valladolid’s essential northern partner and knows it; and the absorption of the French Mediterranean and Atlantic diasporas, including the returned populations of the former overseas departments, whose arrival has made the demographic question and the identity question the same question. Following the Ferghana demonstration, France dissolved its residual offensive formations within the ninety days reported in the parent Assessment; the Force de frappe has been inert since the Silo Ruling, under guard at inland sites, and French participation in the fissile-conversion framework is, the Panel assesses, the likeliest vehicle for French re-entry into multilateral leadership, nuclear engineering being the one column of pre-Mandate French pre-eminence the Mandates left standing.

II. Societal Condition

16.The Panel’s registry figures (grade A): 24 to 27 million displaced from the ban zones, with a continuing slow-zone efflux dominated by the staged, voluntary, and never-quite-official depopulation of Paris. The installation rurale programme — land, stock, and a decade’s tax abatement against settlement in the receiving departments — is Europe’s second-largest reform instrument after the Concordat’s smallholding conversions, and it is working where it is funded: camp populations in the Massif Central and the Limousin reception belts are down by a quarter from their peak. The inversion operates with French specificity: the receiving interior — the diagonale du vide, the emptied France that the drowned France had for a century described as dying — now holds the land, the food, and the standing, and the Panel’s field teams at Tarbes record the same compound as everywhere, administered here with a particular Gallic dryness in the matter of precedence.

17.Paris requires its own paragraph. The capital-in-law is now the largest slow-zone city on earth: some four million remaining inhabitants — from eleven — living pre-electrically among the intact monuments of the electric age. The Louvre’s collections are neither drowned nor evacuated; they are present, unclimatized, and slowly at risk, and the conservation rota that tends them by daylight and courier is the Panel’s standing example of the era’s strange new custodianships. Letterpress journalism, water-carriage on the Seine, the lamplit reopening of the theatres — the Panel resists, with partial success, the French literature’s own romanticism about all this, and records the harder finding: Paris is becoming the cultural capital of the European Selvage, the zone-line civilization’s Rome, and its lateral prestige among the slow-zone publics of the continent now exceeds, by our sampling, its standing in interior France. Lyon governs France. Paris, unpowered, is beginning to govern something else, and no one has named it yet.

III. Psychological Condition

18.The Panel reports the French psychological situation as the continent’s most polarized. At one pole, the mourning apparatus functions: the day-pilgrimage — Lyon to the zone line by rail, the walk through the Selvage, Marseille or the Atlantic towns by dawn and out by dusk — is fully ritualized, and the French clinical literature on protective grief is the standard the parent Assessment cites. At the other pole, France hosts the strongest Promethean and revanchist currents west of the former United States: recruitment at three to five times the continental mean, concentrated among the displaced coastal elites and the returned diaspora, organized around a corpus in which the loss of the sea, the loss of empire’s afterglow, and the loss of European primacy have fused into a single accusation in search of an accusable. The Bolzano material concerning the pontificate circulates here at continental peak. The Panel classifies the current as a standing incitement risk and notes its central weakness, which is the movement’s own diagnosis: defiance requires an object, and the enemy will not appear.

IV. Economic Condition

19.Composite estimate: 38 to 43 per cent of 2029 output, at the continental floor’s edge but turned upward since 2033 on the standard columns — grain and pulses from the Beauce and Aquitaine’s inland tier, the carp century on the Loire ponds and the Dombes (a French tradition, the Panel notes, that required revival rather than invention), rolling stock and machine tools relocated to the Lyon–Grenoble–Clermont triangle, and energy, where France’s position is the continent’s best: the inland reactor fleet on the Loire and Rhône, restarted under French authority with Concordat observers, plus Alpine hydropower, gives France-at-Lyon the largest electricity surplus in interior Europe, exported eastward by a grid being rebuilt to face away from every coast. The unité territoriale clears domestic trade adequately; the Panel repeats the Europe Panel’s endorsement of French participation in the settlement-unit negotiations, and records that Lyon’s negotiators arrive with the strongest hand France has held in six years: current, in every sense.

V. Religious Condition

20.France, the continent’s oldest laicity, has followed the continental pattern — the return to church as infrastructure before belief — with a national torsion: the pilgrimage revival (Vézelay, Le Puy, the Chartres road, all interior, all thronged) is being conducted by a population that largely declines to affirm the doctrines of the shrines it walks to, and the French essayistic literature on this — the tsimtsum school’s Paris-printed cahiers above all — is the most serious secular writing on the event in any language, in the Panel’s assessment and the Rapporteur-General’s concurrence. Catholic France is split on the axis reported at ¶18: loyal in the rural parishes and the pilgrim confraternities; contested among the displaced traditionalists, for whom Esztergom’s Ethiopian pontiff has become the emblem of everything the century took. The Marian coastal shrines — Lourdes is interior and functions at unprecedented scale; the drowned Mont-Saint-Michel is day-visited under the lex diei as the era’s single most photographed pilgrimage — organize a devotional life the Panel’s sociologists describe as wider than the Church that administers it. The stone-cults are present, small, and denied, with the French variant that they are also, occasionally, published.


STUDY THREE — GERMANY

Report drawn from the Europe Panel; grades A throughout except as marked

I. Geopolitical Condition

21.Germany is the state on whose territory the era’s constitutional law was written by a falling stone, and everything in this study descends from that morning in May 2031. The facts are canonical and bear one restatement: a federal ministry, newly seated at Erfurt, signed an exemption permitting a Bremerhaven fleet to fish; eleven days later the ministry, and not the fleet, was struck, with four hours of warning; the chancellor resigned within the week; and the proverb the whole earth now uses — the pen, not the net, drew the strike — entered the languages with a German dateline. The Panel records what the proverb obscures: the German response was not paralysis but codification. The total maritime prohibition of June 2031, the establishment of the first Clearance Committee, and the drafting disciplines that grew around it made Germany the inventor of Bremerhaven-risk review, and the Concordat’s Clearance system — now the continental standard, commended in the parent Assessment’s first recommendation — is a German administrative export, which is to say, the most German possible form of atonement.

22.The federal republic operates from Erfurt, deep in the Thuringian interior, and anchors the Danubian Concordat, of which it is the largest member and, the Panel assesses, the indispensable one: the Concordat’s rolling stock, machine tools, seed lines, and legal drafting are disproportionately German, and its restraint — no formation above constabulary scale, a decision German delegations drove in 2033 and Ferghana rendered permanent — is disproportionately German too. The geometric losses are severe beyond the coast itself: Hamburg, Bremen, and the entire northern littoral lie in the ban zone; Berlin, 150 kilometres from the Baltic, stands inside the slow zone, inhabited, unpowered, and administratively demoted to its own strange dignity; and the Rhine-Ruhr conurbation — the industrial heart of the European century — lies substantially within the second band, its furnaces cold not by strike but by regime, its population draining eastward and southward in the largest intra-German movement since the war of the last century. The republic’s working body is now the arc Erfurt–Leipzig–Dresden–Nuremberg–Munich, joined to the permitted rivers: for the Rhine above the slow-zone line, the Main, and the Main–Danube canal — the modest 1992 waterway that six years have made the aorta of the continent, the one channel by which the Rhine world and the Danube world remain a single economy.

II. Societal Condition

23.Registry figures (grade A): 13 to 15 million displaced from the ban zones, with a slow-zone efflux from Berlin and the Rhine-Ruhr that the Panel models at a further eight to eleven million since 2031 and cannot census. The Concordat’s smallholding conversions in the eastern Länder — the breaking of the post-collective estates into settler holdings against labour terms — are the continent’s flagship reform instrument, and the German camp population is down 31 per cent from its 2033 peak, the figure the parent Assessment cites; the Panel adds the distributional finding that the conversions have made the formerly depopulating east the republic’s demographic centre of gravity, and that the receiving societies of Thuringia, Saxony, and Brandenburg — for two generations the described periphery of German life — now hold toward the arriving Hamburg and Rhineland classes precisely the compound reported everywhere, expressed here through the allocation lists, the housing registers, and the thousand small precedences of German administrative life, which is to say, in writing.

24.The slow-zone populations — the Weser towns, the Berlin remainder, the Ruhr’s stayers — are consolidating into the German section of the continental Selvage, conducting the North Sea salvage by day-visit and the zone-line carrying trade, and developing the lateral loyalties the parent Assessment warns interior governments they have not noticed. The Panel repeats the warning with a national particular: the German interior’s term for the stayers, die Zurückgebliebenen, carries in German its full double meaning, and the stayers have heard it.

III. Psychological Condition

25.Germany is the origin and the type-case of Bremerhaven hand: the documented incapacity of the administrative signature, decision latency lengthened three- to eight-fold, the culture of the unminuted meeting and the deliberately empty file — all first described in Concordat internal audits, which is to say, in German audits of German ministries. The Panel adds the finding its field teams regard as the more profound: the same six years have produced, in the same ministries, the most honest paperwork in German administrative history, since nothing is signed casually and nothing signed is deniable — and German legal scholarship, which spent the twentieth century anatomizing the crimes of the obedient signature, has recognized its own subject arriving from an unexpected direction. The republic that coined Befehlsnotstand as an alibi now inhabits an order in which the alibi is the indictment, and the German philosophical literature on this — guilt, hierarchy, and the mortal pen — is, with the French tsimtsum essays, the era’s most serious.

26.Mourning is structured on the continental pattern: the day-pilgrimage to Hamburg — by rail to the zone line, on foot down the dead Elbe, into the Speicherstadt by dawn and out by dusk — is the German rite, eleven hundred thousand walkers in 2035 by guild count (grade B). The Panel records one German particular: the pilgrimage confraternities lay their route-marks in brass in the pavement, name and date, one per walker, in a form every German recognizes and no German has had to have explained.

IV. Economic Condition

27.Composite estimate: 44 to 49 per cent of 2029 output — the best major-state figure in Europe — on the recovery columns the Concordat leads: rolling stock (the Erfurt, Görlitz, and Munich works run treble shifts and sell on three continents), machine tools, pharmaceuticals relocated inland, river carriage on the Main–Danube system, and grain and carp from the converted east. The energy account balances on Alpine imports, the lignite the Panel wishes it did not have to report, and the first inland reactor restarts under Concordat safety authority, at Grafenrheinfeld and Isar, which required of the German polity a reversal the Panel records without irony: the republic that abolished the atom in prosperity has restarted it in the between, under the most elaborate clearance review ever applied to a human undertaking, the relevant committee having taken fourteen months to find a signature.

V. Religious Condition

28.The German religious condition is the continental pattern with the confessional geography inverted by the geometry: Protestant Germany was northern and coastal and is now substantially displaced or slow-zoned; Catholic Germany was southern and interior and is now demographically ascendant, Bavaria and the Danube parishes carrying a weight in the republic’s religious life unknown since 1806. The Sea Sabbath reading has migrated from the pulpits into Concordat environmental law with the speed the parent Assessment notes, and the drafting, the Panel adds, was largely German. Relations with Esztergom are close, unglamorous, and structural — the Concordat and the Holy See share a river, a rail system, and a Clearance culture — and the Bolzano corpus recruits in Germany below the continental mean, a finding the Panel attributes, at the risk of flattery, to a national allergy to conspiracies of the archive, hard-earned. The stone-cults are present, small, denied, and, in the German case, occasionally registered as associations, the national instinct for the Verein extending even unto the veneration of the Fixed Ones.


STUDY FOUR — HUNGARY

Report drawn from the Europe Panel; grades A throughout

I. Geopolitical Condition

29.Hungary is the era’s demonstration that geopolitical weight and geographic size have parted company. A middle state of the Pannonian interior, wholly outside both bands but for a sliver of the southwest at the Adriatic slow-zone margin, undisplaced, unstruck, and unremarkable in every pre-Mandate ranking, Hungary in 2035 hosts the Apostolic See, anchors the symbolic geography of the Danubian Concordat, and carries in continental affairs a standing the Panel can only call disproportionate, because Hungarian officials use the word themselves, with satisfaction.

30.The pillars are three. First, Esztergom: the papacy-in-exile, established by the constitution Ecce Tabernaculum under the Lex Strigoniensis — sovereignty without price, hospitality without leverage — an arrangement that has held for five years without detectable strain and whose durability is now, as the parent Assessment states, a strategic interest of every Catholic population on three continents. Hungary’s neighbours have noticed; so has Hungary. Second, the Concordat: Hungary is the bloc’s granary-and-crossroads member, the Alföld its breadbasket, Budapest its second rail node, the Danube its shared spine. Third, position: with the Adriatic and Black Sea approaches closed and the Bosphorus corridor severed (Study Six), the Danube valley is the sole remaining artery between the German-Czech industrial core and the Balkan, Pontic-margin, and — by the Romanian gap — the wider eastern reception world, and Hungary sits across it like a toll-keeper who has decided, so far shrewdly, to be a host instead.

31.The Panel records the strategic anxieties in the order Hungarian planning documents record them (grade A; the Concordat shares its papers): that the Lex Strigoniensis settlement could be tested by the traditionalist agitation reported at ¶33; that Hungarian indispensability invites the resentment indispensability always invites, within the Concordat above all; and that the pilgrim, refugee, and rail flows now crossing the Alföld are each individually welcome and collectively transformative, and Hungary has not decided which transformation it is administering.

II. Societal Condition

32.Hungary’s own displacement is negligible; its reception is not. The Panel counts 1.9 to 2.4 million displaced persons settled or in process — Adriatic and Dalmatian populations through the associated Croatian rump, Italians of the northeastern lattice, and the westward trickle from the Pontic margins — against a native population of nine and a half million, under the Concordat’s smallholding instruments on the Alföld, where the conversions are proceeding at the bloc’s best rate and the camps are, by continental standards, small and emptying. Around Esztergom itself a second society has formed: the curial administration, the Office of the Recovery’s salvage logistics, the pilgrimage economy (four million arrivals in 2035, parish count, grade B), the seminaries relocated from three drowned coasts, and the service population of all of it — a Vatican-town of perhaps two hundred thousand where a decade ago stood thirty thousand Hungarians and a basilica. The residents, the Panel’s field notes record, call it the best thing to happen to the town since Béla III, an assessment the Panel, having reviewed the reign of Béla III, endorses as historically literate.

33.The friction the Panel is obliged to report runs along an unexpected seam. Hungarian public culture has embraced the shield-of-Christendom self-image with energy; the pontiff being shielded is Ethiopian; and the Bolzano corpus — the conspiracist material contesting the Athanasian election — circulates in the same European traditionalist networks that Hungarian national rhetoric once adjoined. The Hungarian state’s response has been unambiguous: the corpus is suppressed as sedition against a protected sovereign, its colporteurs prosecuted, and Hungarian official theology now defends the African pontificate with the zeal of a legitimacy that has become self-interest. The Panel records the irony without condescension, because the arrangement is working, and notes for the comparative record that Hungary has become the one polity in Europe where anti-Athanasian agitation is a crime against the national interest, which is, whatever else it is, a novel solution to a continental problem.

III. Psychological Condition

34.The Hungarian psychological register is the rarest on the continent: elation, under management. A national tradition organized for a century around grievance — the lost two-thirds, the peripheral fate, the sense of standing porter at Europe’s door without thanks — has been handed, in five years, a vocation: the Church’s shelter, the Concordat’s table, the Danube’s tolls. The Panel’s attitudinal sampling shows collective-efficacy indices at European maxima; the Hungarian clinical literature, with characteristic self-suspicion, is already producing essays on the dangers of answered prayers. The Panel’s caution is structural rather than clinical: vocations concentrate identity, and identities concentrated on a single arrangement — the See’s presence, above all — acquire the arrangement’s fragilities. Hungary is happy for reasons that have an address, and the Panel has never yet filed a finding of that shape without eventually filing its sequel.

IV. Economic Condition

35.Composite estimate: 68 to 76 per cent of 2029 output — among the shallowest contractions in Europe, the Hungarian economy having been interior, agrarian-industrial, and only lightly exposed to the drowned columns — with the recovery concentrated in grain and pulse exports on the Danube system, the carp century in its Hungarian homeland (the Tisza and Alföld pond systems; the Panel notes that Hungarian aquaculture required no conversion, only expansion, the carp having never left the national table), rolling-stock components for the German works, and the pilgrimage-and-curial services economy of the Danube bend. Lake Balaton requires a sentence: the shallow inland sea the Hungarians always called their tenger — their sea — is now, fresh water being permitted, the closest thing to a shore that a hundred million Central Europeans may lawfully keep, and its summer economy has become the continent’s substitute littoral, a development Hungarian tourism authorities administer with the gravity of custodians and the margins of monopolists.

V. Religious Condition

36.The religious condition is dominated by the See and treated largely at ¶¶30–33; the Panel adds the domestic findings. Hungarian Catholicism, a plurality confession in 2029 more cultural than practiced, is experiencing the continent’s steepest practice revival — the church-as-infrastructure pattern operating here with the infrastructure’s world headquarters up the river — and the Hungarian Reformed church, the Calvinist east’s old counterweight, has held its ground by embracing the Sea Sabbath reading and the custody of the eastern reception belts, its Debrecen colleges now the Concordat’s principal Protestant voice. Relations between the two, historically a national fault line, are described by both hierarchies as the best in four centuries, catastrophe having accomplished what the settlements could not. The stone-cults are present, small, and denied; the Hungarian variant, the Panel’s field teams report, assimilates the Fixed Ones to the folk category of the watching dead, and is condemned from the pulpits of Esztergom in terms whose gentleness the Panel attributes to the pontificate’s own African patience with the ancestral register (parent Assessment, §4.6).


STUDY FIVE — ISRAEL, WITH THE PALESTINIAN ADMINISTRATION

The Levantine Evacuation; grades B (courier-consolidated) throughout except as marked

I. The Geometry, Stated Once

37.The Panel states the geometry at the outset, once, because it is the whole study and nothing in six years of enforcement suggests it will change. The land between the Mediterranean and the Jordan is nowhere more than 110 kilometres wide. The ban zone is 109 kilometres deep. There is, accordingly, no point in the former territory of Israel and the Palestinian territories — not Jerusalem, at 53 kilometres; not the Jordan valley, at 90 to 105; not the Negev, bracketed between the Mediterranean band and the Red Sea band at Aqaba — that lies outside the prohibition on habitation. The evacuation was therefore total: not a coastal retreat, as elsewhere, but the emptying of the entire land, both peoples, every city, every village, every settlement, every camp. Beyond the Jordan the second band begins; Amman, at the ban line’s outer edge, stands de-electrified in the slow zone; Damascus, 85 kilometres from the sea, is itself evacuated; and the habitable electric interior of the Levant begins only past the 218th kilometre, in the basalt and steppe country toward the Euphrates. The Panel writes the conclusion plainly: the Holy Land is now a place, and no longer anyone’s address, and the two peoples who contested it are contesting, at present, reception districts in Mesopotamia.

38.One juridical matter is recorded for Annex II: the Dead Sea Question. The Caspian Ruling established that enclosed saline seas fall under the maritime prohibition; whether the Dead Sea — saline, enclosed, and small — is “sea” within the enforcement’s meaning has never been tested, its shores having been evacuated under the Mediterranean band’s geometry regardless, and the Working Group’s standing recommendation regarding untested lines (parent Assessment, ¶8) applies with special force to this one.

II. Geopolitical Condition

39.Israeli state continuity is maintained by a provisional administration whose seat lies, under UCC mediation and a hosting arrangement with the Mesopotamian authorities, at an agreed enclave in the middle Euphrates reception district — a location the successor administration has asked this document not to fix in print, and the Working Group, which has honoured stranger requests this year, complies. The administration governs, in the manner of the era’s exiled states, a people rather than a territory: the registries, the courts-in-exile, the pilgrimage rotas, the salvage guild that works the coastal cities by day-visit, and the diplomatic representation of a population now distributed across the Mesopotamian reception belts, the Anatolian interior (Study Six), the reception districts of three continents, and a world diaspora into which, for the first time in a century, the direction of migration has reversed. The Palestinian administration, seated in the Hauran reception zone at the slow-zone margin, maintains the parallel apparatus for the parallel dispersion. Both administrations assert, formally and undiminished, their claims to the evacuated land. The Panel records the claims, records that the geometry does not adjudicate them, and records the fact that the era’s jurists have already made proverbial: the stones have not resolved the question; they have made both answers homeless.

40.The Panel is obliged to report the security condition under the parent Assessment’s hardest paragraphs. Interstate force in the Levant ended with everyone else’s: the arsenals — including the arsenal whose existence was never declared and whose inert custody is now the subject of the region’s most delicate fissile-conversion correspondence (grade B; the Panel records the delicacy) — are buried suns under guard; the armies are constabularies and disaster corps; the Ferghana demonstration has been studied in the successor administrations’ planning documents, the Panel has reason to believe, more closely than anywhere on earth. But the Cain Exemption reads on the Levant as it reads everywhere: violence within the reception districts — and the mixed belts of the Euphrates and the Hauran, where the two dispersions adjoin under strain, have contributed entries to the confidential schedule — is not punished from above, and the Panel repeats the parent Assessment’s single moral instruction here deliberately, because in no other study does it fall on ground so prepared to test it: the protection of the displaced will be done by us or not at all.

III. Societal Condition

41.The combined evacuation — some fourteen to fifteen million persons from the land between the sea and the river, with the Lebanese, western Syrian, and Jordanian-highland movements swelling the Levantine total past thirty million — ranks, in proportional completeness, with Japan’s alone. The absorption gradient runs the full spectrum reported for Asia: the Mesopotamian boom economy (Baghdad’s growth is the region’s engine; the sentence the Asia Panel did not expect to write is now the sentence on which the Levant’s absorption depends) has taken the professional and agronomic classes of both peoples at rates the reception authorities publish with pride; the mixed belts absorb slowly and dangerously; and the camps of the eastern steppe hold the remainder in conditions the courier returns describe with the candour of administrators who know their reports travel under the Working Group’s grading and want the grade.

42.The Panel records the era’s bitter Levantine specific: the two dispersions, adjoining in the reception belts, are discovering the sociology of shared displacement — the same voided deeds sewn into the same quilts, the same day-visit grief, the same standing in the eyes of hosts who distinguish between them less than either finds tolerable. The field literature reports cooperation and friction in unstable solution, both organized increasingly through the one institution the two peoples operate jointly: the Jerusalem rotas (¶45), whose liaison committees have become, without anyone intending it, the standing bilateral machinery the inhabited century never sustained. The Panel offers no forecast. It notes that the era keeps building its most functional institutions out of its most complete losses, and that the Levant is now the type-case.

IV. Psychological Condition

43.The Panel’s clinical consultants report the Israeli psychological situation as organized around a single terrible symmetry: a state founded on the negation of exile is now the administrator of one. The founding narrative held that dispersion was the pathology and return the cure; the geometry has prescribed dispersion to the curers, and the resulting literature — courier-carried, voluminous, and of a quality the Panel’s cultural annexes rank with the Japanese exile canon and the Egyptian Exodus epics — is conducting the argument in public: whether the evacuation is the negation’s refutation, its suspension, or, in the reading gaining ground among the religious communities (¶44), its unexpected vindication, exile having been, on this reading, the tradition’s native and portable form all along, to which the land was given and from which it is now, for a time and for reasons unexplained, withheld. The Palestinian literature conducts the mirror argument — a people whose modern identity was built around dispossession and return now watching the dispossessor dispossessed alongside it, by a power that consulted neither — and the Panel’s summary of both corpora is the same sentence: two peoples who each understood themselves through exile have been handed, by an intelligence indifferent to both, the other’s half of the experience.

44.The Panel records the Hebrew broadcast as a psychological datum of the first order. Modern Hebrew — a liturgical language returned to the streets within living memory of the return — stands among the 6,561, addressed in the same breath as Amharic, English, and Yiddish, which also stands among them; and the revival movements of three continents cite the Hebrew case as the Canon’s proof that a language brought back from the books counts, to whatever is counting. Within the dispersion itself, the fact is held close: the voices, whatever they forbade, spoke the revival’s language back to it.

V. Economic and Religious Condition

45.The Panel declines to express the successor economy as a fraction of 2029 output, the unit no longer existing; it reports instead the columns. The voided: the coastal-urban economy entire, the technology sector with the world’s, the ports, the citrus shore. The portable, which is proving the dispersion’s estate: agronomy — the arid-land irrigation, saline-tolerance, and drip disciplines developed for the Negev are now the reception belts’ most demanded expertise, Israeli and Palestinian field agronomists working the Jazira and Gezira schemes at wages that constitute, the reception authorities note, the era’s driest form of vindication — medicine, engineering, and the salvage guild’s archival output, moving under the one-copy rule to Addis and Esztergom. Religiously, the Panel reports what the parent Assessment’s Levantine paragraphs established and this study can localize: Jerusalem as the city that keeps its own Sabbath, no lamp lit and no one remaining, its three confessions’ daylight rotas negotiated with less friction, the liaison clergy repeat, than its inhabited history ever achieved; the halakhic literature of the overnight prohibition — the city in which Kol Nidrei cannot be sung after dark, the Sabbath that cannot be kept in the place that names it — now the largest single subject in the Jewish legal corpus since the Mishnah, and framed, in the responsa the couriers carry, through the era’s master metaphor, which this tradition supplied: the tsimtsum, the divine contraction that makes room. The Panel closes the study with the finding its field teams file from the Mount of Olives rota, because some findings are only findings: at dusk, when the last pilgrims of all three faiths walk out east together through the Kidron, the city behind them stands unlit under the fixed stones, and the walkers, interviewed at the zone line, report the same thing in three liturgical languages — that it does not look abandoned; it looks kept.


STUDY SIX — TURKEY

Report drawn from the Asia Panel with Europe Panel concurrence; grades A and B

I. Geopolitical Condition

46.Turkey entered the Withdrawal a state of four seas and has become, by subtraction, what its interior always was and its history kept forgetting: an Anatolian plateau power. The losses are civilizational in the literal sense — Istanbul, sixteen million souls and fifteen centuries of capital city, lies in the ban zone entire, with Izmir, Antalya, Trabzon, and every metre of the Aegean, Mediterranean, Marmara, and Black Sea littorals — and the second band reaches deep: Ankara itself, 150 kilometres from the Black Sea, stands inside the slow zone, a fact the republic absorbed in 2030 with the discovery that its purpose-built inland capital had been built insufficiently inland. The state relocated in 2031 to Kayseri — central, industrial, 250 kilometres from the nearest sea, and, as the religious history of the region has not failed to remark, the ancient Caesarea of the Cappadocian Fathers — while Ankara persists as a slow-zone administrative city of couriers and archives, the republic’s Paris in miniature.

47.The Panel states the geometric finding that organizes Turkish external policy: Anatolia is a westward cul-de-sac. The Bosphorus and Dardanelles are sea; the bridges and the tunnel stand in the ban zone, untested and untried, and no administration has volunteered to learn whether a train in transit constitutes habitation (the Straits Question is entered in Annex II alongside the Dead Sea’s); Thrace lies wholly within the two bands. The rail and road connection between Turkey and Europe, unbroken since the Ottomans, is severed, and the Danubian world is reachable only by the long northern land arc through territories whose own zone geometry makes the route notional. Turkey’s living connections accordingly run east and south: the Caucasus corridor through Tbilisi’s interior gap to the Kazakh trunk lines; the Mesopotamian corridor down the permitted Euphrates valley to the Baghdad boom and the Levantine reception belts (Study Five); and the Iranian plateau exchange. A state that spent a century orienting itself toward Europe has been rotated, by an intelligence indifferent to the debate, to face the directions its geography always proposed, and Turkish strategic writing — the Panel has reviewed it in quantity — has adopted the fact with a speed suggesting relief.

48.Regionally, Turkey is the Levant’s northern absorber (¶50), the Caucasus corridor’s western anchor, and, with Kazakhstan and Uzbekistan, a claimant to the middle of the rail world; its Turkic-corridor diplomacy — Kayseri to Tashkent by way of a shared alphabet politics the era’s linguistic upheavals have supercharged — is the Panel’s candidate for the decade’s most consequential cultural statecraft. Post-Ferghana, the Turkish armed forces have converted on the continental pattern, the general staff’s dissolution of its cross-border planning cells being, the Panel notes, among the promptest recorded; the March demonstration fell nine hundred kilometres from Kayseri, in a language cousin to its own, and required no translation.

II. Societal Condition

49.Registry and courier figures: 33 to 38 million displaced from the ban zones — nearly half the republic — into a receiving plateau whose pre-Mandate population was the poorer, the more devout, and the long-described periphery of Turkish modernity. The inversion therefore operates in Turkey with a national edge the Panel’s field teams describe as the sharpest in the region: the drowned Turkey was secular, coastal, and cosmopolitan by self-description; the receiving Turkey is Anatolian, pious, and long-patronized; and six years have inverted the direction of instruction. Absorption proceeds on the standard gradient — the Konya and Kayseri land programmes function; the southeastern reception belts, where the Turkish absorption meets the Levantine and the Kurdish questions meet everything, strain — and the Panel commends to the Council’s attention the finding that the republic’s Kurdish-majority interior, holding land the displacement now values, has entered the era as host rather than periphery, with political consequences the Panel rates large, slow, and undetermined.

50.The Yavaş Kuşak — the Turkish slow zone, and the term three continents have borrowed for their own — is proportionally among the largest of any major state, the four coasts’ second bands enclosing the plateau on three sides, and the yavaşlar are consolidating on the continental Selvage pattern: the Black Sea salvage guilds working drowned Trabzon and Samsun by day-visit; the Aegean zone-line markets where the electric and pre-electric publics trade; Istanbul itself, the era’s greatest salvage field, worked shelf by shelf under rotas the Kayseri authorities coordinate with the Ecumenical Patriarchate and the Jerusalem-rota liaison offices, the city’s triaged fifths moving east by rail to the Archives. The Panel repeats, for Turkey with emphasis, the parent Assessment’s warning that the slow zones are a frontier institution and not a residue; the Yavaş Kuşak conducts the entire day-visit economy of four coasts, and its lateral loyalties — Pontic town to Aegean town, and across the water lines to the Greek islands of the Spared — are developing faster than Kayseri appears to have noticed, or, the Panel’s field notes suggest, has decided officially not to notice.

III. Psychological Condition

51.Turkish public psychology is organized around the double grief and the single consolation. The griefs: Istanbul — not a city in the Turkish imagination but the imagination’s address, now visited by day, its lamps dark, the Bosphorus empty of everything but current — and the sea itself, the four-coasted identity of the republican century. The consolation, which Turkish public culture has seized with both hands: the plateau was always the reserve of the nation’s self-story — Anatolia as hearth, the steppe inheritance, the Seljuk stones at Konya and Sivas standing a day’s ride from the new capital — and the era’s Inversion literature finds in Turkey its readiest national vocabulary. The Panel’s attitudinal sampling shows the compound stabilizing: mourning ritualized along the day-pilgrimage lines (the Eyüp and Eminönü circuits out of the zone-line towns are the Muslim world’s most walked), efficacy indices recovering, and the numerological current (parent Assessment, §3.4) running strong in its Turkic register, the Enneadists of Kayseri being, the Panel notes with the neutrality such findings deserve, unusually well represented in the engineering faculties.

IV. Economic Condition

52.Composite estimate: 48 to 56 per cent of 2029 output. Voided: Istanbul’s economy entire — a third of the pre-Mandate national product — the ports, tourism’s ten per cent, the maritime trades. Standing and rising: the plateau’s grain and pulse belts (Konya’s harvest now feeds reception populations on three axes), the carp century’s Anatolian chapter on the lakes and the new pond systems, Kayseri and Gaziantep light industry converted to rail and salvage demand, the Caucasus-corridor transit tolls, and construction, everywhere construction. The energy account is the republic’s hard column — the coastal plants lost, the plateau’s lignite and the eastern hydropower (the permitted Euphrates and Tigris dams, now strategic assets of the first rank and the subject of a water diplomacy with the Mesopotamian reception authorities that the Panel rates second in delicacy only to Almaty’s) carrying a reduced but sufficient load. The Panel notes the structural inheritance: the republic’s pre-Mandate decade of rail and infrastructure building, whatever its financing history, left the plateau with the region’s best bones, and the era has repriced them.

V. Religious Condition

53.The Turkish religious condition is dense and the Panel reports it in layers. The Long Ihram lies on Turkey as on the whole umma, administered by a Diyanet relocated to Kayseri whose sermon literature (grade B, voluminous) the Panel’s consultants describe as the suspension’s most institutionally disciplined register. Beneath it, the Sufi revival runs at the region’s high-water mark, and its centre is Konya: the Mevlevi lodge economy of Rumi’s city — a slow-zone city, the Panel notes, its rites conducted by lamp and by hand — has become a pilgrimage pole of the entire suspension, the whirling ceremony by candlelight standing in, for a civilization denied its arrival at Mecca, as the era’s great permitted image of circling. The Naqshbandi networks run east along the same corridors as the trade. The militant fringe (parent Assessment, §3.6) recruits at the republic’s southeastern margins and fails, conspicuously, wherever the orders are strong. The Alevi communities of the plateau, long the interior’s interior, report the era in the vindication register the Panel recognizes from other custodial traditions. And the Panel records the Christian layer with the attention its history commands: the Ecumenical Patriarchate, its seat in law still the Phanar — visited by daylight, the liturgy sung and departed — operates in fact from the rock monasteries of Cappadocia, an hour from the Turkish capital, whither the Patriarch has withdrawn with a symbolism no one in the region has needed explained: Orthodoxy, evicted from the City, keeping its vigil in the caves of the Fathers, beside the Caesarea that trained them. Relations between Patriarchate and republic are, the Panel reports, the best in the institution’s Turkish history, catastrophe having accomplished here too what the treaties could not: the republic hosts, the Patriarchate blesses the salvage of the City both mourn, and Hagia Sophia — church, mosque, museum, mosque, and now none of them, a building no one may keep — is visited by the daylight rotas of both confessions, its dome standing empty every night above an empty city, which the era’s pilgrims of all persuasions report, in the manner the Panel has now recorded on three continents, does not look abandoned.


STUDY SEVEN — CHINA

I. Geopolitical Condition

54.China is the Withdrawal’s best performer and the Panel restates the parent Assessment’s finding at the outset because every finding in this study qualifies it without overturning it: the evacuation of the eastern seaboard — on the order of six hundred million persons, 2030–2034, the largest logistical undertaking in the history of the species — succeeded; the interior industrial base held; the state’s writ runs; and China ends the first phase as, by any material measure, the most capable state on three continents. The administration operates from Xi’an — Beijing, 150 kilometres from the Bohai, standing de-electrified in the slow zone, its ministries emptied southwest in 2030 in a move whose symbolism the state has embraced without needing to declare it: the capital of the Tang, the terminus of the old land roads, resumed as the terminus of the new ones. The working country is the interior crescent — Chengdu, Chongqing, Xi’an, the Lanzhou corridor, the Yunnan approaches — joined to the permitted immensity of the river system: the Yangtze above the zone lines, the Grand Canal’s inland reaches, the lake provinces whose carp century (a Chinese institution requiring, as in Hungary, revival rather than invention) anchors the continental protein recovery.

55.Externally, China is the rail world’s eastern superpower: the Lanzhou–Urumqi–Tashkent rebuild, the Kazakh trunk partnership, the emerging Mekong–Yunnan spine, and a throughput competition with the Central Asian and Indian systems that the Almaty proverb has already named as the peaceful successor to tonnage. The Panel records the strategic prudences: China took no part in the Ferghana crisis and moved observers to Almaty within the month; its residual military establishment converted early and thoroughly, the Naypyidaw demonstration having occurred on its doorstep and the Fujian having been among the first hour’s dead; and its northern question — the Chinese migration into the Siberian homestead territories, the most politically sensitive number in Eurasia, withheld from publication at Moscow’s request — is being managed, on the Panel’s grade B evidence, with a patience that is itself a policy.

II. Societal Condition

56.The reception systems of the interior — planned, rationed, harsh, and functioning — have moved the evacuated hundreds of millions through camps into settlement at a rate no other state has approached, at a human cost the Panel cannot independently audit: the interior systems report at grade A; the coastal clearance operations of 2030–32, to which no external observer was admitted, remain grade D, and the Panel repeats its standing sentence that it will not fill that silence with hope or with dread. The absorption gradient inside China runs from the model settlements of the Chengdu plain to the camp districts of the northwest whose disturbances — the “camp riots” of the courier literature — are managed, in the Panel’s assessment, with efficiency and without publicity, and the confidential schedule carries Chinese entries whose grading the Panel defends and whose existence the Chinese member of the Working Group has formally noted without conceding.

57.The Status Inversion operates in China at civilizational scale: the coastal provinces were not merely richer; for two centuries of treaty ports and four decades of reform they were the modern nation’s engine and self-image, and the interior that received them — the provinces of the “develop the west” decades, the labor-sending hinterland — is now the nation entire. The Panel’s field literature (grade B: interior samizdat, émigré interview) reports the compound in its Chinese register: the arrived coastal classes supplying the technical cadres of the interior boom while absorbing, in the allocation queues and the marriage market and the residence registries, the corrections of a hierarchy inverted — the hukou system, the Panel notes with the dryness the fact deserves, having survived the end of the world with its logic reversed.

III. Psychological Condition

58.The Panel reports the deep finding under its parent heading: the legitimacy anxiety is structural and is the central fact of Chinese politics. The state’s chosen framing — the Ecological Mandate, the withdrawal as Heaven’s decree that the Party alone possessed the discipline to obey — organized the century’s greatest evacuation and has been collecting its price since: a government that claims to be the Mandate’s best interpreter invites, in every reversal, the question of forfeiture, and the question is now permanent, because the framing’s premise is now audible. The Mandate of Heaven was a theory of legitimacy that assumed Heaven’s silence; the silence has ended, in Mandarin and Cantonese and Dongxiang and Salar and Amdo Tibetan, without precedence and without the state’s mediation, and the Party’s escalating doctrinal management — three curves the Panel publishes side by side and declines to extrapolate: local-cult revival, minority-language religious transmission, official interpretive output — is the sound of a state competing to supply meaning in a market it can no longer license. The anticipatory flattening reported for the continent (parent Assessment, §3.4) presents in China with a particular torsion: an institutional culture built on democratic centralism is distributing authority as camouflage while asserting concentration as doctrine, and the Panel’s analysts decline to predict which practice will prove load-bearing.

IV. Economic and Religious Condition

59.Composite estimate: 52 to 60 per cent of 2029 output — the widest single-state error band in this Supplement, reflecting the audit problem — with the recovery’s composition the continental pattern at Chinese scale: rail (a plurality of the continent’s programme), interior heavy industry, the carp-and-paddy protein engine now provisioning exports along the corridors, and construction at volumes the era measures against the evacuation itself. The voided columns are the era’s largest in absolute terms: the seaboard’s industrial plant, visible from the zone lines, the greatest salvage field on earth, worked at day-visit scale against roof-years the Panel’s archival consultants describe with urgency. Religiously, the Panel refers to ¶58, the Chinese case being the study in which the political and the religious conditions are a single condition, and adds the findings at the margins: the Buddhist establishments of the interior functioning as mass psychological infrastructure on the continental pattern; the Daoist and folk revivals moving through the reception districts at speeds the courier literature can only sample; the Hui and Uyghur populations living the Long Ihram inside the state’s own interpretive perimeter, a double suspension the Panel records and, possessing grade B evidence only, does not further characterize; and the stone-cults, universal, small, and denied, with the Chinese variant that the denial is administrative as well as social, the veneration of the Fixed Ones being, in the state’s classification, an unlicensed interpretation of Heaven — which, the Panel observes in closing, is the era’s Chinese question in miniature, and no smaller for that.


STUDY EIGHT — ETHIOPIA

Report drawn from the Africa Panel; grades A throughout; the host state, reported by a Panel whose deputy rapporteur is not Ethiopian and a Working Group whose Rapporteur-General is

I. A Note on Method

60.The Working Group discloses the obvious before proceeding: this study concerns the state that hosts the Council, the Working Group, and the Rapporteur-General’s own citizenship. The drafting was accordingly assigned to the Africa Panel’s non-Ethiopian members, reviewed by the Europe and Asia deputies, and adopted with the Rapporteur-General abstaining — the first abstention in the Working Group’s record, entered at her own insistence. The Working Group offers the procedure itself as a finding about the era: centrality is a resource, resources concentrate, and institutions that intend to last write their recusals down.

II. Geopolitical Condition

61.Ethiopia in 2035 is the diplomatic capital of the Afro-Eurasian world, and the Panel states the components without ornament. Addis Ababa seats the United Continental Council and this Working Group; holds one of the five Continental Archives, with Ulaanbaatar one of the two intellectual capitals of the interior; anchors the eastern terminus of the projected trans-African spine (Addis–Ndjamena–Bamako, survey-and-earthworks along most of its length); and stands, since the conclave at Bolzano, as the homeland of the Roman pontiff — a fact of no juridical consequence and immense symbolic gravity, which Ethiopian statecraft has handled, in the Panel’s assessment, with a restraint that is itself statecraft. The state is a founding pillar of the Preparatory Commission for the Continental Concord, whose La Paz conference next year will seat Ethiopia among the era’s premier economic-diplomatic bloc as the drowned order’s institutional answer takes form.

62.The strategic file is the Nile. The parent Assessment’s gravest African finding — the Egyptian Catastrophe and the Nile Compact’s strain — is, from Addis, also a transformation of the century-old riverine dispute: the hydraulic power that spent the pre-Mandate decade contesting Ethiopia’s right to impound the Blue Nile is now a hydraulic civilization in motion up its own river, its survival dependent on Sudanese reception, Ethiopian goodwill, and the water arithmetic of a basin whose politics the Withdrawal has inverted as completely as it inverted everything. The great dam — interior, riverine, and permitted — is now the region’s largest power asset, its output moving to the reception belts and, by the rail feeders, toward the spine; and the Panel records the Ethiopian position in the Compact arbitration with the flatness the subject demands: Addis has been, on the record to date, a creditor of unusual patience, and the Panel, endorsing the parent Assessment’s Recommendation 2, notes that the patience of upstream powers is precisely the resource the Compact’s funding is meant to make unnecessary to test.

63.The regional file is the Horn, and it is hard. The Somali, Djiboutian, and Eritrean coasts lie in the bands; the port states’ populations have moved inland into a reception geography — the Ethiopian highlands’ margins, the Somali interior plateaus — where the era’s drought overlays meet the displacement, and the Horn reception belts (four to six million persons, grade A/B) contribute, with the Egyptian-Sudanese belts, the continent’s most dangerous friction points. Ethiopia, an empire-state of many nations with its own long practice of internal fracture, is absorbing at its own margins while hosting the world at its centre, and the Panel states the double exposure as Ethiopian planning documents state it: the state’s international position has never been higher, and its domestic tolerances are being spent to hold it.

III. Societal and Psychological Condition

64.Ethiopia’s displacement is negligible; its transformation is total. Addis Ababa has doubled since 2030 — the Council’s apparatus, the Archive and its forming archive-university, the delegations, the salvage consignments, the pilgrim traffic toward the pontiff’s homeland churches, and the labour the boom draws from every province — and the capital’s growth strains housing, water, and precedence in the manner of every seat of every international, which the Panel notes not as scandal but as schedule: the proposed rotation of Council organs to Kampala, Ndjamena, and Lusaka carries the Africa Panel’s endorsement in the parent Assessment and gains urgency annually. The psychological register is the continental compound — vindication-with-loss — at its highest concentration: the broadcasts spoke Amharic and Oromo and Tigrinya and Sidama in the same hour as the metropoles’ tongues; the enforcement fell on the naval capacity by which the continent was taken; the Church’s pope is a son of the country; the Rapporteur-General’s own reports are read aloud, the Panel is obliged to record, in three continents’ archive-halls — and against it, the Hunger Years’ Ethiopian dead are counted in the same mortality annexes as everyone’s, and the fasting disciplines that made the national church the era’s reference point were learned, the Ethiopian clergy do not let the era forget, in centuries when abstention was not a choice. The Cassandra finding (parent Assessment, §4.3) has its institutional centre here: the rising generation is entering the sciences through Addis and its sister institutions in unprecedented numbers, in explicit connection with the era’s founding lesson that being right is not enough; one must also be heeded.

IV. Economic Condition

65.Composite estimate: at or marginally above 2029 output — one of very few states on three continents for which that sentence can be written, and the Panel writes it with the parent Assessment’s caution attached: the continent was insulated by the marginality that had impoverished it, and Ethiopia, landlocked, high, agrarian, and under-electrified, lost least because it had been permitted least. The rising columns: the hosting economy; the Archive economy; hydropower; the highland agriculture whose teff and pulse systems the food directorates now study as models of the era’s required temperament; coffee, the one pre-Mandate export whose overland repricing has succeeded completely, the rail-and-caravan coffee trade to three continents being, the Panel notes, the era’s proof that some appetites survive anything; and construction against the spine’s approach. The hard columns: the port dependence of the old import economy, now rerouted overland at overland costs; the Horn reception burden; and the capital boom’s inflations, which the Panel flags as the classic hosting pathology and the rotation’s second argument.

V. Religious Condition

66.The Ethiopian Church stands in the prestige without precedent in its sixteen centuries that the parent Assessment records, and this study adds the domestic texture: the Timkat processions to the permitted rivers now draw observer delegations from confessions across three continents; the fasting calendar — half the year, kept by the whole society — has become world Christianity’s reference discipline for the era of enforced abstention; the monastic establishments of the highlands and the lake islands (Tana’s waters being permitted, its island libraries have become deposit partners of the Addis Archive) are receiving vocations at rates the hierarchy publishes with wonder; and the relationship with Esztergom — the ancient Church of the country and the Roman pontiff sprung from it, in communion’s absence but history’s presence — is conducted through a liaison the Panel describes as the most theologically productive irregular channel in Christendom. Ethiopian Islam, a third of the country, lives the Long Ihram within the continental pattern, the Harar lodges rising with the orders everywhere; the vindication currents run in the customary registers of a land whose highland cosmology always held the country to be a fastness kept; and the stone-cults are present, small, and denied, with the national variant the Panel records because the clergy record it themselves, gently: in a land whose churches are roofed with painted eyes, the veneration of watchers needed no importing, and the condemnation of watchfulness, as the Yoruba cleric said for the whole continent, is a sermon no congregation would recognize.


STUDY NINE — UGANDA

Report drawn from the Africa Panel; grades A throughout

I. Geopolitical Condition

67.Uganda is the study with which the Council’s presidency chose to end this Supplement, and the Working Group, reconstructing the presidency’s logic, endorses it: after the fallen, the custodians, and the evacuated, a state for which the era is, without qualification requiring a paragraph, an ascent. Landlocked, equatorial, riverine, and lake-fronted, Uganda possessed before the Mandates every geographic attribute the old order priced at a discount and the new order prices at a premium, and its rise is the era’s cleanest demonstration that the discount was the world’s error and not the geography’s.

68.The components: Lake Victoria, fresh, vast, and permitted — the continent’s protein engine, whose managed aquaculture expansion under the Kampala directorate the parent Assessment rates as the era’s premier food success; Kampala’s seat of the UCC food-system directorate, the Council’s first subsidiary organ placed outside Addis and the proof-case for the rotation policy; founding membership in the Preparatory Commission for the Continental Concord, where Uganda will sit at La Paz among the interior powers as of right; the eastern rail feeder — the rehabilitation reaching inland from the abandoned coast toward the lakes, the spine’s Indian Ocean-side approach; and the Nile headwaters, with the hydropower of the permitted river at Jinja, in a basin whose downstream politics (Study Eight) have made every upstream state a party to the century’s largest hospitality. Regionally, Uganda anchors the lake states’ bloc within the East African reorganization, its relations with the Kenyan and Tanzanian interior administrations organized around the absorption, the feeder, and the fish, in roughly that order of friction and the reverse order of value.

II. Societal Condition

69.Uganda’s displacement is nil; its reception is substantial and, by the continental gradient, succeeding. The Panel counts 1.6 to 2.3 million received — the Swahili coast’s inland movement reaching the lakes, Kenyan and Tanzanian coastal populations following the feeder’s alignment and the fisheries’ labour demand, with Horn and Great Lakes regional flows atop the era’s — absorbed at the kinship-and-household rates the West African pattern (parent Assessment, §4.2) predicts where displacement distances are short and land tenure is flexible, both conditions holding across most of the receiving districts. The strains are the classic ones and the Panel lists them because Ugandan returns list them: land pressure in the Buganda core and along the lakeshore, where the fisheries boom and the reception compete for the same shore; the northern districts’ older wounds, which the era did not cause and has not healed; and the lakeshore labour camps of the aquaculture expansion, whose charters the Kampala directorate drafted early — the Indian Levies’ lessons, the directorate’s papers state plainly, having been read in time — and whose inspection regime the Panel commends to the spine’s planners as the standard the parent Assessment’s Recommendation asks for.

70.The Panel records the era’s Ugandan inversion in the register its field teams file it: the lake, not the coast, was always the country’s face, and the fisher communities of Victoria’s shores and islands — the Ssese islanders, the lakeshore villages whose nets fed the region through the Hunger Years — have moved from the margin of the national story to its centre. The elder-women’s councils of the landing sites, whose authority the fisheries charters formalized on the West African precedent (the Grandmothers’ Evacuation, parent Assessment, §4.2, having been read in Kampala as instruction), now hold allocation and arbitration roles the Panel’s governance annexes cite as the era’s institutional innovation most likely to travel.

III. Psychological Condition

71.The Ugandan register is the continental vindication-with-loss with the mixture tilted, further than anywhere in the Panel’s sampling, toward the first term. The efficacy and future-orientation indices reported for the continent (parent Assessment, §4.3) reach their eleven-state maxima in the Ugandan series; the national conversation, the field teams report, has absorbed the era’s founding facts — the broadcasts in Luganda and Runyankole and Acholi in the same hour as the metropoles’ tongues; the lake permitted while the oceans closed; the world’s food directorate on Nakasero hill — with a public confidence that the Panel, having spent this entire Supplement recording griefs, permits itself one sentence to enjoy. The losses are real and are entered against it: the Hunger Years’ regional dead, the coastal kin of the Swahili-corridor families, and the era’s general severances, borne here as everywhere. The Panel’s clinical consultants add the finding that recurs across the risen interior: the psychological burden of ascent is expectation, and Uganda’s rising generation — entering the fisheries science, rail engineering, and directorate administration in numbers the enrolment series document — carries the era’s version of a weight their grandparents were never offered the chance to feel.

IV. Economic Condition

72.Composite estimate: above 2029 output and climbing — with Ethiopia among the handful of states for which the sentence can be written, and on harder columns: tilapia, the carp century’s African chapter, the directorate’s managed cage-and-pond systems now provisioning the lake states, the Egyptian reception belts by the eastern feeders, and the central Sahel by the caravan-and-rail relay, in what the parent Assessment rates the era’s premier protein success; hydropower from the permitted Nile, exported along the feeder’s alignment; coffee and tea on the Ethiopian overland pattern; and the construction economy of the feeder itself. The monetary file: Uganda enters the La Paz settlement-unit negotiations inside the Concord bloc, its export book — protein, power, and position — being precisely the collateral the grain-and-gold framework prices, and the Panel notes that the country’s central bankers, whose pre-Mandate careers were spent managing a shilling at the mercy of harbours they did not control, have taken to the new dispensation with what their own working papers call, in a phrase the Panel preserves, the enthusiasm of the formerly downstream.

V. Religious Condition

73.Ugandan Christianity — the continent’s dense weave of Catholic, Anglican, and revival traditions — lives the era in the ascending register of the continental finding: the Christianity being built in the African interior is the Christianity the next generation of three continents will regard as normal, and Uganda, whose Namugongo pilgrimage was drawing continental crowds before the Mandates, is one of the places it is being built. The Martyrs’ pilgrimage now draws the era’s vast walking publics along the permitted roads; the Catholic province’s relations with Esztergom run warm and direct, an Ugandan cardinal standing among the conclave-generation’s electors; and the Anglican province, its Canterbury communion attenuated with England itself to courier speed, has assumed a practical autonomy the era granted without asking. Ugandan Islam’s Long Ihram is kept within the East African pattern, the coastal ziyāra circuits’ inland substitutions reaching the lake towns; the custodial cosmologies of the kingdoms — the lake as a kept and keeping presence, the Buganda shrine traditions’ tenancy language — have entered public law among the nine states the parent Assessment counts, and the lake rites at the landing sites are observed, the directorate’s own operating rules record, before the season’s cages are set. The stone-cults are present, small, and denied, assimilated here as across the continent to the ancestral register of the motionless ones who watch; and the Panel closes this study, and this Supplement, with the finding its field team filed from a Ssese landing at dusk, because the Working Group has learned this year which findings the archives keep: the fishers coming in under the fixed stones do not call them the watchers here. They call them, in Luganda, the ones who moved the world and then sat down — and they say it, the field notes record, the way one speaks of an elder in the room.


CLOSING NOTE OF THE RAPPORTEUR-GENERAL

74.Nine states: two that lost the sea and with it their story; two that keep other peoples’ holiest things; one whose whole land is now a place no one may sleep; one turned on its axis to face its own interior; one that moved six hundred million people and now argues with Heaven about the receipt; and two for whom the century’s catastrophe arrived, unasked and unearned, as the world’s overdue correction. The Working Group draws no synthesis beyond the one the parent Assessment already carries, and repeats, as its practice is, the only sentence in these documents that is entirely within human power: whatever the Mandates are, they are not justice; the protection of the displaced is not being done for us, and will be done by us or not at all.
