Vietnam's long thin geometry left the entire nation within the regime—Hanoi at the ban's edge wound down, deltas banned, the whole remaining country lamplit. The state withdrew to Phú Thọ midlands, reorganizing on the đình communal house, paddy calendars, and permitted inland waters as roads. Water puppetry became the national medium; travelling troupes perform the ships leaving annually in silence. Band and national identity fused entirely.

The Wild Coast section—Congress seat at Makhanda—carries the southern hemisphere's sharpest Status Inversion joke and its moral weight: descendants of those removed under older regimes now work and guard a shore from which all must depart by dusk under day-law. Karoo zone-line towns, wool capitals, lock-box markets, and Wild Coast foragers form the band's economic face while Gauteng's electric interior remains sovereign South Africa. The delegation's Trabzon credential—prior experience of dispossession, and letters of reference from both sides—became the African band's driest recorded self-description. Day-pilgrimage to Cape Town remains the southern hemisphere's largest secular rite; N|uu revival and Jubilee communions thread through the section's religious landscape.
World Selvage Congress

The World Selvage Congress was constituted in 2057 at Trabzon, where delegates from forty-one slow-zone sections met without reference to the states whose atlases still claim them—adjourning at sundown because the ban-zone venue permitted no overnight habitation. The Congress is real, chartered, guild-assessed, seated by section not state, and bound by a charter renouncing territorial claim, armed force, and any petition to the sky. Its writ covers standards—weights, lamp-codes, courier law, guild reciprocity—and voluntary arbitration. Eleven member states have granted band observer seats since 2057; two criminalized affiliation, which functioned as recruiting. By 2061 the Commission expects a second congress to seat delegations whose governments never announced they existed.

Yemen's highlands hold the peninsula's largest continuously functioning pre-electric agriculture; Sana'a stands lamplit at the band's inner edge. Socotra, Spared, keeps its own tongue—which stands in the Canon—and its dragon's-blood economy at the Thread Fleets' Indian Ocean crossroads. Together with Oman, Yemen forms the region's counterweight: polities pre-adapted to austerity, oasis discipline, and distance from the sea. The southern Arabian settlement contrasts sharply with the Gulf's complete urban reversal, where descendants of the world's most air-conditioned society dispersed to Najd, the Hejaz band, and Fertile Crescent reception belts in the era's most complete littoral emptying.

Zagreb Country is a territorially Croatian slow-zone commonwealth of roughly 880,000—not a separatist state but a polity whose material civilization, political time, and loyalties differ from Croatia (at Osijek). County institutions govern food, water, roads, schools, and courts; daily exchange runs laterally to Slovenian, Hungarian, Bosnian, and Italian lattice band communities. Constitutional settlement of 2041 created dual tables of People and Places; Osijek Articles of 2048 recognized autonomy without resolving federal vocabulary. The city survives as lamplit centre amid converted metropolitan ruins; surrounding municipalities produce staple food and supply the County Watch. Kajkavian rises as civic vernacular; the between-born resent being called deprived. By 2054 co-sovereignty deepens toward separate Selvage congress representation.

Zambia anchors the southern African system's customs and rail relations with South Africa, Botswana, Zimbabwe, Lesotho, and Eswatini. The Copperbelt's minerals turn north and east to the rail world, away from dead ports—a reorientation the Continental Assessment treats as emblematic of Africa's voided seaborne extractive economy. South Africa's industrial complex supplies the trans-African spine's steel and rolling stock; Zambian copper gives the continent a foundational seat at La Paz settlement-unit negotiations rather than an extractive margin.
