PREFATORY NOTE OF THE RAPPORTEUR-GENERAL
1.Supplement No. 1 was adopted on the 19th of this month; the presidency’s second list arrived on the 21st. The Working Group observes that it has now written seventeen state studies in one December, notes that requests are data, and proceeds. Two remarks on the list’s construction. First, the presidency asked for studies of Spain and of Portugal; the Working Group has answered with a single study of the Ibero-Interior Compact, because the geometry answered first — the two states’ conditions are no longer separable at the resolution these studies attempt, and the Panel will not pretend to a boundary the second band has erased. Second, the list again contains an extra-continental state. The Working Group again objected on methodological grounds, was again overruled, and has again done its best, at the grades honesty requires; it confines itself to noting that it is developing views about lists, and that they are recorded nowhere.
2.The warnings of the parent Assessment apply in full. So does the sentence about grief being a datum, which two of these studies will test harder than any yet written.

STUDY TEN — CANADA
Extra-continental; all findings grade C (shortwave and Cordillera relay) or grade D (inference), without exception
I. Geopolitical Condition
3.Canada is, by every account the Compact relays, the least wounded major state of the western hemisphere, and the Working Group states the geometric accident that made it so, because it is an accident and the Canadian broadcasts, to their credit, keep saying so themselves. The country’s three ocean coasts are closed — the Pacific with Vancouver, the Atlantic with Halifax and the Maritime littorals, the Arctic entire — and Hudson Bay, being salt, is sea, its bands biting six hundred kilometres of shoreline arc into the Shield. But the national population was never on those coasts. It stands, and stood, along the Great Lakes and the upper St. Lawrence — and the lakes are fresh, and fresh water is permitted. Toronto is intact, inhabited, and electrified: with Chicago, one of the two great untouched metropolises of the hemisphere, and now, as heard, the financial and institutional capital of English-speaking North America by default of every rival. Ottawa remains the seat of government — at 250 kilometres from tidewater, the only G7 capital of 2029 that has not moved, a distinction Canadian officials cite, the monitors report, with a modesty that persuades no one.
4.The tidal line writes the country’s inner border. The St. Lawrence is sea to the head of tide near Trois-Rivières: Quebec City is evacuated, the ban zone taking the lower river and the Gaspé; Montreal, 130 kilometres above the tide, stands inside the slow zone — inhabited, unpowered, and becoming, by every relayed account, the French-speaking twin of Paris: a letterpress metropolis of two million stayers, the largest pre-electric city of the hemisphere and the cultural capital of its Selvage. The asymmetry organizes Canadian politics: Ontario keeps its power — Niagara and the lakeshore reactors at Bruce and Darlington stand on permitted water and run — while Quebec has lost its hydraulic patrimony to the geometry, the James Bay complex falling within the ban band of a salt bay and Churchill Falls within Labrador’s slow zone. A confederation whose central quarrel was conducted for a century between two electrified metropolises now conducts it between an electrified one and a lamplit one, and the Compact’s observers decline, as heard, to predict the consequence.
5.Externally: Canada is the Cordillera system’s northern granary alongside the American Midwest, its prairie surplus moving south by rail to the camp belts under arrangements the American broadcasts describe with gratitude and the Canadian ones with prices; a deposit partner of the Denver Archive; and, with Newfoundland and Prince Edward Island Spared under the island clemency — exempt from evacuation, stripped of current, cut from trade — the possessor of an Atlantic slow-island culture whose outport revival and sail-post traffic the relays describe in terms the Working Group recognizes, at grade D, as the northern chapter of the Thread Fleet story.
II. Societal, Psychological, and Religious Condition
6.The relayed displacement figure is nine to twelve million from the ban zones — the Pacific coast, the Maritimes, the lower St. Lawrence — absorbed into a receiving interior with land, power, and food to spare, at rates the Compact reports as the hemisphere’s best; the camps of the prairie margin are, as heard, small and emptying. The inversion operates gently by hemispheric standards and sharply in one register: the Arctic. The fixed coastal hamlets of the Inuit lie in the ban zone and have been evacuated inland — a dispossession the Canadian broadcasts discuss with visible anguish — while the traditional mobile life of the same people, the small unpowered presence on the ice and the water, appears to pass beneath the de minimis threshold, tolerated where the settlements were not. The parallel with the sea nomads of Southeast Asia is drawn in the Canadian material itself, together with its bitter refinement: the tolerance extends to precisely the life the settlement era spent a century ending. The interior First Nations, hosts now to displaced coastal populations on treaty lands whose meaning the era has repriced, stand at the centre of the indigenous prophetic renaissance the Compact reports for the whole hemisphere; the vindication-and-loss compound arrives here, as everywhere, in the same boats.
7.The relayed psychological register is the strangest in the hemisphere: survivor’s calm, under audit. A nation that defined itself for a century against its neighbour’s scale now hosts that neighbour’s grain trade, banks its refugees’ remittances, and broadcasts, in both official languages and a growing number of the sixty-odd Canadian tongues in the Canon, a public conversation the Compact’s analysts describe as preoccupied with the ethics of having been lucky. Religiously, the relays describe the continental patterns at Canadian temperature: mainline consolidation around the Sea Sabbath reading; a Catholic Quebec whose lamplit revival around the intact shrines of the slow zone — Cap-de-la-Madeleine stands above the tide line by kilometres — is described as the province’s largest devotional movement in two generations; the prophetic renaissance at ¶6; and the stone-cults, present, small, and denied, with the northern variant that the Fixed Ones hang low over the land that has the aurora, and the two lights are being read together.
STUDY ELEVEN — SPAIN AND PORTUGAL: THE IBERO-INTERIOR COMPACT

I. The Geometry, Stated Once
8.Iberia’s condition descends from one asymmetry. Spain possesses an interior — the Meseta, high, dry, and beyond the bands — and Portugal does not: no point of Portuguese territory lies more than 218 kilometres from the Atlantic, and most lies within 109. Spain, therefore, has withdrawn into itself; Portugal has had nowhere to withdraw to except its own second band, and has become the thing this Panel has found nowhere else in Europe: a wholly pre-electric sovereign state — evacuated from its coast, intact in its law, governing its remaining territory entirely within the slow zone. The two conditions are administered together under the Ibero-Interior Compact, seated at Valladolid, and the Panel treats them together because the Compact does, because the water does, and because the displaced do.
9.One siting detail is recorded because the era’s jurists keep citing it. Valladolid stands, by the survey the Compact itself commissioned, some four kilometres beyond the second band’s outer line — close enough that the atmospheric electromagnetic discharges are visible from its rooftops on active nights, far enough that its instruments run. The seat was chosen, the Compact’s founding papers state plainly, for exactly this: a capital at the electric world’s last table, facing the pre-electric world it must govern with, in daily sight of the line between them. The Panel, which has watched governments site themselves by vanity, records one sited by geometry with something like relief.
II. Geopolitical Condition
10.The Compact is the weakest of Europe’s three successor formations and knows it: the parent Assessment’s summary — competent consolidation, a poor resource base, the continent’s most severe internal displacement ratio after Italy’s, politics dominated by absorption and by water — stands, and this study particularizes it. Spain’s losses run the whole compass: Barcelona, Valencia, and the Levante; the Basque and Cantabrian coasts; Galicia entire; Andalusia to the Guadalquivir’s tidal reach, which takes Sevilla. The retained Spain is the old interior — Madrid, the Castiles, Aragón’s inland half, Extremadura, upper Andalusia — the dry tableland that the coastal century called empty, la España vaciada, and that now holds the state, the food, and the standing: the Inversion in its purest Iberian form, the emptied Spain filled by the Spain that emptied it. Portugal’s government operates from Guarda, the highest city of the old kingdom, by courier, semaphore, and hand-press; its constitutional continuity is complete, its administration functions at courier speed by deliberate design, and the Panel records the Portuguese state’s own formulation, because it has entered the era’s political vocabulary: a republic of the permitted margin.
11.The Compact’s external life runs on three lines: grain and water diplomacy with France-at-Lyon, its essential northern partner; the Mediterranean day-visit and salvage coordination, Iberia’s drowned coasts being second only to Italy’s as a salvage field; and the Atlantic islands. The Azores, Madeira, the Canaries, and the Balearics are Spared — exempt, unpowered, cut off — and around the Portuguese groups has formed the Atlantic’s principal Thread Fleet nucleus: sail-post under the de minimis threshold linking the islands to the Portuguese and Moroccan slow zones, crewed from the fishing lineages of a nation that taught the world ocean sail and has now, the Portuguese material observes without needing to underline it, been returned to the caravel by the same ocean. The Working Group grades the island traffic B-to-C and watches it with the attention the parent Assessment gives all threshold institutions: every voyage is an experiment, and the Portuguese are conducting more of them than anyone in the Atlantic.
III. Societal Condition
12.The Panel’s figures: 23 to 27 million displaced from the Spanish ban zones (grade A, Compact registries) and the whole Portuguese nation displaced or slow-zoned — some six million moved inland within the second band or across the Spanish border under Compact instruments, and perhaps three million remaining in the coastal towns’ evacuation successors along the band’s inner edge (grade B). Absorption is the Compact’s consuming politics: the Meseta’s land is dry, its water allocated, and the smallholding instruments that work on the Danube work here only where the water follows, which is the finding the Panel states as the Iberian particular — in Iberia, land reform is water reform, or it is nothing. The Tagus and Duero flow from Spain into Portugal, and the Compact’s internal water settlement — Meseta irrigation against Portuguese subsistence flows, negotiated annually, bitterly, and so far successfully — is the peninsula’s own Almaty, conducted with UCC observers since 2034 at the Compact’s own request, which the Panel records as institutional wisdom of a rare kind: the parties asked for witnesses before the quarrel, not after.
13.The zone-line society is Iberia’s growth institution: the market towns where electric Castile meets lamplit Portugal and lamplit Andalusia, the salvage guilds working Lisbon and Barcelona by day-visit, and the pilgrim economy at ¶15. The Panel repeats its continental warning about lateral loyalties with an Iberian edge: the Portuguese state is a slow-zone polity, the first in Europe with a seat at a Compact table, and the European Selvage has noticed that one of its own now signs treaties.
IV. Psychological and Religious Condition
14.The Spanish register is the continental compound with the vaciada inversion at full strength; the Panel’s Cuenca field station files the same triad as Erfurt and Tarbes — hospitality, settlement of accounts, and the thousand small precedences — administered here through water rights, which concentrate the mind. The Portuguese register is its own, and the Panel’s consultants have stopped trying to assimilate it: a sea nation’s grief metabolized through a national vocabulary — the Panel intends no glibness in recording that the era has made saudade a technical term in three languages — and stabilized by the one continuity the geometry allowed: the Portuguese did not leave their land; they left its light. The clinical indices are, against every model, among Europe’s best. The Panel’s summary sentence, adopted from its own Lisbon-salvage field notes: Portugal has lost the sea twice in its history — once when the empire ended, once now — and has twice declined to lose itself.
15.Religiously, Iberia is organized around two Marian poles and one road. Fátima stands 25 kilometres from the Atlantic, deep in the ban zone: the shrine of the century of apparitions is now a day-visited sanctuary, entered at dawn from the zone-line towns and left by dusk, its basilica unlit at night — a discipline the Portuguese hierarchy has framed, with Esztergom’s explicit blessing, under the lex diei, and which draws the largest day-pilgrimages in Europe after the drowned-city rites. Guadalupe, interior in Extremadura, has risen as the Meseta’s Marian centre and the Spanish crown-in-relocation’s church of state. And the Camino de Santiago has undergone the era’s most complete pilgrimage transformation: Santiago de Compostela lies 30 kilometres from the sea, within the ban; the Camino now ends at the zone line, where the walkers sleep, entering the apostle’s city together in the dark of the last morning to reach the cathedral by dawn and leave it by dusk — a single permitted day at the end of the eight-hundred-kilometre road. The confraternities report, and the Panel believes them, that completions have trebled since 2031. The era keeps discovering, the Panel observes, that a destination one may not keep is a stronger destination; the theology of this is Esztergom’s department, but the counting is ours, and the count is up.
STUDY TWELVE — ITALY

I. The Geometry, Stated Once
16.Italy’s condition, like Portugal’s, descends from a single measurement, and the Panel states it as the survey states it: no point of the Italian peninsula lies more than 218 kilometres from salt water. Two coasts, 109 kilometres of ban apiece, meet or overlap along the entire boot; where the peninsula is narrower than the doubled band — Calabria, the Marche approaches, the whole Mezzogiorno south of the Ofanto — the ban zones touch and there is no habitable strip at all; where it is wider — the upper Po, the Apennine spine, the Alpine margin — what remains between the bans lies wholly within one slow zone or two. There is, in consequence, no electric Italy. There is a lamplit Italy, and an evacuated Italy, and an Italy abroad, and the study concerns all three.
17.The parent Assessment’s constitutional finding stands and this study localizes it: unified state continuity has lapsed in fact while persisting entire in law — no successor administration has renounced the Italian state, and there is at present no place to keep one. Governance has devolved to the lattice: some forty Apennine and Po-margin administrations of commune, province, and improvised region, of which the Bologna Directorate — named for the evacuated city whose province it administers, seated in the Apennine towns above it, and holding this Council’s Italian chair — is the largest and the convening centre. The Panel records what its historians keep pointing out with unprofessional excitement: the lattice is not an innovation but a reversion — the comune, the city-republic, the campanile’s horizon of loyalty — the oldest Italian political form, returned by the newest cause, and functioning, at courier speed, rather better than the era’s constitutional theory predicts. The parent Assessment’s finding on decapitation-resistant design cites the cellular and the collegial as the century’s admired forms; Italy, the Panel observes, did not have to learn them. It had merely to remember.
II. Societal Condition
18.The displacement ratio is Europe’s most severe, as the parent Assessment states: of a 2029 population of fifty-nine million, the Panel’s courier-consolidated estimate is thirty to thirty-four million displaced from the ban zones — Rome, Naples, the entire south, Venice, Genoa, the coastal belts complete — with the remainder distributed through the slow-zone lattice or emigrated. The emigration is the Italian particular: two and a half to four million into the Danubian Concordat’s association structures, Switzerland, France-at-Lyon, and the Pannonian reception (Supplement No. 1, Study Four), constituting Europe’s largest external national dispersion and supplying the Concordat system, the host administrations report with candour, a disproportionate share of its engineers, physicians, and — the Panel notes the continuity — its builders. Within the lattice, absorption is the fiscal impossibility the parent Assessment names: the camps of the Po margin and the Apennine valleys are hardening into the permanent stateless towns from which the confidential schedule draws entries, and the Panel repeats, for Italy with particular urgency, the finding it will not soften: where reform is refused or impossible, the schedule grows, and the stones will not police it.
19.The slow-zone civilization of the lattice is, at the same time, the densest and most accomplished province of the European Selvage: the letterpress and courier press of Bologna and Parma; the water- and clockwork-works of the Apennine towns; the university of Bologna, which began five centuries before electricity and has, its rectors’ courier circulars observe, resumed without it; the opera houses of the lamplit north, whose candlelit seasons are attended by pilgrims from three countries; and the salvage. The salvage requires its own paragraph.
20.The Italian salvage is the largest cultural-rescue undertaking in human history, and the Panel reports it in the parent Assessment’s units: roof-years. Rome, Florence in its Arno reach, Venice, Naples — the greatest continuous concentration of the human patrimony ever assembled stands in the ban zones, entered by day-visit, emptied shelf by shelf and altarpiece by altarpiece under the guild rotas the Bologna Directorate coordinates with the Office of the Recovery and this Council’s Archive programme. Venice is the wound within the wound: a city already fighting the sea when the sea was returned to itself, salvageable only at tide-and-daylight scale, its evacuation elegies already, the Panel’s cultural annexes record, a canon of their own. The consignments move north over the Alps and down the Danube to Esztergom and beyond under the one-copy rule. The Panel endorses, at the highest priority it can assign, the Recommendation the parent Assessment already carries: the rains do not observe the Treaties, and nowhere on earth is more under the rain.
III. Psychological Condition
21.The Italian register the Panel’s consultants report is grief organized by locality — the campanilismo that fragmented the state now carrying the mourning, each town keeping its own dead city, its own rota, its own day of walking down — and it appears, clinically, to be the era’s most protective structure after the Japanese: the pilgrimage is short, communal, frequent, and owned. Against it stands the diaspora’s register, which is the harder one: the emigrated millions mourn at distance, by courier, and the Bolzano corpus — the Panel notes the dateline; the conspiracy literature contesting the conclave is named for an Italian town and was born in the Italian evacuation’s anguish — recruits among them at rates second only to the French. The Panel’s finding is the continental one with an Italian sharpening: the loss of Rome is, for this nation, not a metaphor for the loss of primacy. It is the same loss twice, the See and the state, and the two griefs feed the same corpus.
IV. Economic and Religious Condition
22.The Panel declines a composite fraction, the unit no longer existing; the columns are these. Voided: everything the coasts held, which was most of everything. Standing: the Po’s grain and rice under slow-zone method, the Apennine terraces recultivated at a pace agronomists call the era’s quiet miracle, craft and instrument export north by Concordat rail from the zone line, the salvage economy, and remittances — the diaspora’s earnings returning down the passes in the era’s oldest Italian pattern, reversed in direction and unchanged in form. Religiously, Italy is the Church’s emptied homeland: the parishes of the lattice function at intensities unrecorded since the war years; the day-liturgy of Rome — the lex diei rotas at the Lateran and the Vatican precincts, Mass sung in a basilica no one may keep, the city of the popes visited by its own faithful as pilgrims — is the era’s central Catholic image after Esztergom itself; and the relation between lamplit Italy and the Hungarian See is, the Panel reports, loyal, wounded, and unresolved, the Italian hierarchy’s fidelity to Athanasius being complete and its grief that fidelity now points down the Danube instead of down the Tiber being, in the words a Bolognese archpriest gave our field team and asked to have recorded, the sorrow we will die of last. The stone-cults are present, small, and denied; the Italian variant assimilates the Fixed Ones to the unquiet dead, and the condemnations from the lattice’s pulpits are, the Panel notes, delivered in dialect, which the era’s sociolinguists read as their own datum: the smallest horizon of loyalty has returned even unto the sky.
STUDY THIRTEEN — NIGERIA
Report drawn from the Africa Panel; grades A and B
I. Geopolitical Condition
23.Nigeria is the demographic superpower of the risen continent, and the study begins where the parent Assessment’s West African paragraphs end: the consolidation on Abuja — the purpose-built interior capital that the geometry retroactively vindicated — and the phased wind-down of Lagos, rated in the parent Assessment among the Withdrawal’s most underappreciated administrative achievements, a judgment this Panel, having now audited it, upgrades: the staged evacuation of the hemisphere’s largest coastal city after the Chinese seaboard’s, conducted by a federation the previous era’s literature described as institutionally fragile, was completed without famine, without epidemic, and without the schedule, and the Panel commends the Lagos State evacuation directorate’s records to the Archive as a manual the next century will want.
24.The federation’s centre of gravity has moved north and inland with the era’s. The ban zone takes Lagos, the whole Bight littoral, and the Niger Delta entire — with consequences at ¶26 — and the slow zone reaches to Ibadan’s southern margins; the working country is the Middle Belt and the north: Abuja, Kaduna, Jos, Kano. Kano’s ascent is the study’s geopolitical finding: the old Sahelian entrepôt, terminus of the trans-Saharan trades the maritime centuries starved, now stands where the spine’s feeder alignments from the Ndjamena trunk meet the federation’s rail grid, and the city that the coastal era made a periphery is resuming, with visible institutional pleasure, the role the desert era gave it. The parent Assessment’s security caution stands: the Sahelian militant current sits astride the spine’s Nigerian approaches, and the construction decades will be a contest over whether the interior’s ascent generalizes or is captured tollgate by tollgate; the Panel adds the correlation it rated the Assessment’s cheapest security finding — recruitment fails where the orders are strong — and notes that in northern Nigeria the orders are very strong.
II. Societal Condition
25.The Panel’s figures (grade A, federal registries; grade B, the southern slow zone): 34 to 40 million displaced from the ban zones — the continent’s largest single national displacement — absorbed on the West African pattern the parent Assessment documents: into near hinterland, along kinship and language lines, at household-absorption rates above the 70 per cent the regional finding cites for the Lagos–Accra–Abidjan belt. The strains are where the pattern’s conditions fail: the Middle Belt reception districts, where the southern displacement meets the farmer-herder frictions the previous era never resolved and the Cain Exemption will not police — the Panel states it in the schedule’s shadow and moves on — and the Delta peoples, the Ijaw and their riverine neighbours, whose homeland is not behind the coast but is the coast, water-laced to the horizon, and for whom the near-hinterland pattern offered no near hinterland. Their dispersal upriver is the Nigerian absorption’s hardest case and the Panel flags it by name because national aggregates bury it.
26.The Grandmothers’ Evacuation has its Nigerian chapters — the documented inland movements of the winter of 2029–30, elder-led, ahead of every order — and its Nigerian sequel: the formalization of elder women’s deliberative authority in the receiving districts, which the parent Assessment records for the region and which the Panel here counts — council seats, allocation roles, market arbitration — as the era’s most consequential quiet constitutional change in the federation.
III. Economic Condition
27.The Nigerian economy presents the era’s cleanest natural experiment, and the Panel states it plainly: the petro-state has been abolished from above. The Delta’s hydrocarbons — the fiscal foundation of the federation for two generations, with everything the literature ever said about that foundation — lie voided in the ban zone with the Gulf’s and Angola’s, and the federation’s revenue is now what its people grow, make, move, and are: grain and tubers from the northern belts (the groundnut pyramids of Kano, the Panel records, are being rebuilt in earnest and photographed with intent), the cowpea and cassava programmes the parent Assessment rates continentally, rail construction and its feeder economies, and the market of two hundred million people trading with itself and its region overland. Composite estimate: 72 to 80 per cent of 2029 output and rising — at the continental pattern’s favourable edge — with the Panel’s structural observation attached: the previous era’s economists called the oil a curse with a candour that cost them nothing; the era has run the experiment they could not, and the early returns — fiscal politics reorganized around the visible and the taxable, the subsidy wars ended by the disappearance of their object — will occupy the archive-universities for a century.
IV. Religious Condition
28.Nigeria contains the era’s two fastest-moving religious phenomena in one federation. In the north, the Tijaniyya — the continent’s fastest-growing formation, as the parent Assessment records — reads the age as divine stripping-of-attachment along the same Kano axis as the trade, and the ziyāra intensification the Assessment documents for the region runs here at its greatest scale: the Long Ihram’s suspended eastward pilgrimage partially and controversially substituted by the circuits the scholars deny and the roads confirm. In the south and the Middle Belt, displaced coastal Christianity — the Lagos megachurch formations, the era’s most portable institutions, their organizational form already headless, cellular, and broadcast-native — has replanted on the Jos Plateau and in the reception towns at a pace the Panel’s religious consultants describe as the fastest institutional migration in Christian history, its theology pivoting in real time from the prosperity register the coastal era favoured to a deliverance-and-sojourn register the era supplies. The two expansions meet in the Middle Belt, where everything in Nigeria meets, and the Panel states the stakes in the Assessment’s terms: the belt’s reception districts hold the schedule’s risk and the federation’s future in the same towns, and the land-and-water settlements now being drafted there are, in the Panel’s judgment, the most consequential domestic instruments on the continent. The broadcast politics are the study’s last finding: Nigeria’s five hundred tongues give it the continent’s largest share of the Canon, and the prestige economy of the included — Yoruba, Igbo, Hausa, Fulfulde, Tiv, Efik, and the long tail of the small — against the anxieties of the absent is a live cultural politics the federation manages, the Panel observes, with the practiced hand of a state that was managing linguistic federalism when the stones were still in the belt.
STUDY FOURTEEN — GHANA

I. Geopolitical Condition
29.Ghana’s condition is organized by a line and a lake. The line: the ban zone takes Accra, Tema, Sekondi-Takoradi, and the entire Gulf coast; the slow zone reaches inland nearly two hundred kilometres, taking Kumasi at its margin; and the electric interior begins only in the northern savanna, where the state now sits at Tamale. The lake: Volta, being fresh, is permitted — the largest reservoir on earth, reaching four hundred kilometres into the country’s body — and around it Ghana has built the tilapia chapter of the carp century’s African book, the cage-and-pond systems of the Volta arm ranking with the Kampala directorate’s as the continent’s protein successes and provisioning, by the northern road-and-rail relays, the central Sahel’s reception belts. The Panel notes the cost hidden in the lake’s gift: Akosombo, the dam that made the lake and lit the coastal century, stands eighty kilometres from the sea, inside the ban — its turbines are silent not by strike but by prohibition, and Ghana’s electric age, which began at Akosombo, has withdrawn to the north the dam never reached.
30.The result is the two-capital condition, and the Panel treats it as the study’s structural finding. Tamale holds the ministries, the registries, and the current; Kumasi, lamplit at the slow zone’s inner margin, holds the nation. The Asante capital — the Golden Stool’s city, the centre the coastal era spent two centuries subordinating to the harbour towns — has resumed, with the composure of an institution that regarded the interval as an interval, the centrality the pre-maritime centuries gave it: the Asantehene’s court is now the country’s principal convening authority below the constitution, the chieftaincy institutions have entered the reception-and-allocation machinery on terms the parent Assessment documents continentally (custodial authorities returning to public deliberative roles), and the constitutional relation between the electric republic at Tamale and the lamplit kingdom at Kumasi — cooperative, courteous, and unresolved — is, in the Panel’s assessment, the most interesting federal question on the continent that no constitution yet names.
II. Societal and Economic Condition
31.Displacement: 4.5 to 5.5 million from the ban zone (grade A/B), absorbed on the regional pattern — near hinterland, kinship lines, household rates above the 70 per cent benchmark — with the Accra professional classes distributed between Kumasi’s lamplit economy and Tamale’s electric one, and the Ga and Fante fishing populations, whose case parallels the Niger Delta’s in kind if not in scale, resettled along the permitted lake at the state’s deliberate instance: the fisher peoples moved to the fishery, a policy the Panel records as the era’s most humane single stroke of resettlement design and commends, by name, to the spine’s planners. The Grandmothers’ Evacuation has documented Ghanaian chapters, and the elder-women’s formalization the parent Assessment records runs here through the market-queen institutions — the ohemma lineages of the trading towns — whose authority the era has converted from customary to constitutional in everything but text.
32.Composite estimate: at or above 2029 output — with Ethiopia and Uganda in the sentence’s small club — on columns the era has repriced upward: the lake protein; cocoa, now a slow-zone crop moving north by headload, barge, and rail to a continental market that still wants chocolate, the Panel is pleased to report; and gold. The Ashanti fields lie in the slow zone, and Ghanaian gold is now mined as it was first mined — by hand, water, and muscle, the informal methods of the previous era formalized into guild production under Kumasi’s customary authority — moving north to Tamale and thence toward the La Paz settlement framework, in which Ghanaian and South African metal together give the continent the foundational monetary seat the parent Assessment notes it has waited some centuries to hold. The Panel adds the export the statistics miss: the pattern books. Ghana’s slow zone, under-electrified before the Mandates like the continent’s, adapted fastest, and Ghanaian water-lifting, solar-independent processing, and lake-craft designs now move northward and outward in the Selvage’s pattern-book trade, instruction flowing, as the parent Assessment records for the continent, from the districts the previous era did not think to teach.
III. Psychological and Religious Condition
33.The register is vindication-with-loss at West African concentration, and Ghana holds two of its emblems. The vindication has a name: Dr. Efua Mensimah, the astronomer who found Europa’s heartbeat in the Message’s interval — the single strongest pillar of the era’s one confident inference — and whose standing at home is of an order the Panel’s attitudinal instruments were not built to measure: the national register treats the discovery, without embarrassment, as Ghana’s answer to the era’s founding lesson, being right is not enough; one must also be heeded — she was, and the continent’s enrolment curves bend around her example as they bend around Ibadan’s Cassandra. The loss also has a place, and the Panel records it with the care its weight demands: the coastal forts. Elmina and Cape Coast stand empty in the ban zone, day-visited under guild rota and traditional protocol — the door of no return now facing a sea no one may cross in either direction — and the Atlantic that carried the ancestors away is closed to the descendants who would return to mourn them. The commemorations are held by shortwave, Accra’s zone-line towns and the hemisphere’s diaspora broadcasters keeping the appointed hours across an ocean neither may sail, and the Panel enters the practice in the record as the era’s most sorrowful use of the Tashkent protocols, and its most faithful.
34.Religiously: the southern Christian formations have moved inland with their people, the Kumasi churches now sharing the lamplit city with the Golden Stool in an accommodation both hierarchies describe as older than the misunderstanding that interrupted it; the northern orders rise on the regional pattern, Tamale sitting within the Sahelian ziyāra world; and the custodial register — the stool lands held in trust for the ancestors and the unborn, the lake shrines’ tenancy language — has entered public law among the parent Assessment’s nine states, Ghana prominent among them. The stone-cults are present, small, and denied, assimilated as across the continent to the ancestral watch; the Ghanaian variant, the field teams note, points not up but out — the watchers most often invoked at the zone line, facing the water, where the ancestors went.
STUDY FIFTEEN — SOUTH AFRICA

I. Geopolitical Condition
35.South Africa entered the Withdrawal with its industrial heart already a thousand metres above the sea and six hundred kilometres from it, and the parent Assessment’s finding — the inland pivot preserved the continent’s largest industrial base essentially intact — is this study’s foundation. The Gauteng core — Johannesburg, Pretoria, the Vaal complex — was never coastal; the losses are the coasts entire: Cape Town, Durban, Gqeberha, East London, the Garden Route, the KwaZulu littoral, two oceans’ worth of harbour civilization wound down 2030–33 in an evacuation the Panel rates competent, contested, and complete. The state governs from Pretoria as before — with Ottawa, the era’s short list of unmoved capitals — and its weight in the continental system is stated by the parent Assessment in two entries the Panel repeats: the spine’s steel and rolling stock are disproportionately South African, and the La Paz monetary framework’s African metal is disproportionately Witwatersrand’s.
36.The strategic file is threefold. Industry: the inland steel, engineering, and rail-works complex is the continent’s arsenal of construction, its order books written at Addis and Kampala and its output moving north by the Copperbelt corridors the parent Assessment describes — the continent’s minerals turning north and east to the rail world, away from the dead ports. Energy and water: the coal fields are interior and the grid holds — South Africa is the continent’s largest electricity producer by a distance — and the Lesotho Highlands water transfers, permitted river-water moving by permitted gravity, are Gauteng’s lifeline and the region’s quiet hegemony-in-kind, the Panel noting that the kingdom in the mountains now holds, in miniature, the position water holds everywhere: the one strategic substance the Mandates left entirely to human justice. The region: the southern African system — the customs and rail relations with Botswana, Zimbabwe, Zambia, Lesotho, Eswatini — has consolidated around the South African core with a speed born of shared necessity, and the Panel records the inversion within the inversion: the landlocked neighbours, whose dependence on South African ports defined the previous era’s regional politics, now deal with a South Africa that is itself landlocked in everything but law, and the bargaining has audibly changed key.
II. Societal Condition
37.Displacement: 11 to 14 million from the ban zones (grade A) — the Cape and KwaZulu coastal populations, the Eastern Cape littoral — received principally into Gauteng, the Free State, and the inland plateau towns, in the era’s now-familiar compound and with the specific gravity the Panel is obliged to state plainly: the peri-urban reception rings of the inland cities carry entries in the confidential schedule, the parent Assessment names the southern African rings among the continent’s exempted dangers, and the correlation the European Panel stated for its continent — land reform is massacre prevention — reads on South Africa without amendment and with a history attached. The land question, the previous era’s deferred constitutional wound, has been reopened by three million hectares of arriving need, and the Panel’s finding is that the reopening is, against expectation, proceeding: the coastal displacement has broken the question’s old deadlock by changing who is asking, the resettlement instruments drafted since 2032 are moving land at rates the previous decades never achieved, and the Panel records the era’s hard mercy in its standard form — the reform that justice could not compel, logistics has.
38.The inversion carries a South African specificity the Panel states once: the drowned coasts held the settler ports, the colonial parliaments’ first seats, the summer identity of the old establishment — and the interior that received them is the highveld of the mining revolution and the townships, the majority country the coastal imagination visited. The Panel’s field teams file the standard compound with one addition the era’s sociologists will study: the receiving society is itself the product of the century’s great forced removals, and the reception politics are conducted in the explicit vocabulary of that memory — hospitality extended, and named as what was not extended before; precedence exacted, and named as what was exacted before. Nothing in the era’s reception literature is more articulate, and the Panel, which has now read three continents of it, says so.
III. Economic, Psychological, and Religious Condition
39.Composite estimate: 74 to 82 per cent of 2029 output — the continental pattern’s favourable edge, industrial variant — on the columns at ¶36 plus the inland agriculture of the Free State and the irrigation belts, against the voided columns: the ports, the coastal tourism economy, the fruit and wine littorals, and the minerals-export architecture priced in drowned exchanges, now repriced overland. Psychologically, the register is the continental compound under a national irony no South African commentator has declined to state: the state founded from a sea-victualling station — the Cape planted to feed the ships of the passage to the Indies — has outlived the passage, the ships, and the sea itself as human property, and the power that four centuries of the region’s history arrived by has been abolished in an afternoon of falling stones. The day-pilgrimage to Cape Town — the walk down from the zone line, Table Mountain standing over an emptying city, the dawn entries to the District Six and Robben Island memorials conducted under rotas the veterans’ foundations keep — is the southern hemisphere’s largest secular rite, and the Panel’s clinical consultants file it under the protective category with the rest of the era’s walking grief.
40.Religiously: the Zion Christian Church’s Moria pilgrimage — interior, vast before the Mandates, vaster now — is the continent’s largest single religious gathering and, the Panel notes, an institution the era’s grammar fits without alteration: a church of the walking poor, headquartered on a hill four hundred kilometres from any sea, whose pilgrims arrive on foot and always did. The Methodist, Anglican, and Reformed formations have moved inland with their coastal congregations on the continental pattern; the Muslim communities of the Cape, among the region’s oldest, have carried the Bo-Kaap’s institutions to Gauteng and live the Long Ihram within them; and the N|uu revival the parent Assessment’s language sections record — the broadcast tongue of a handful of speakers now a compulsory subject in Northern Cape schools — stands in this study as the era’s emblem for the whole southern region: the smallest voice in the Canon, addressed by whatever addressed the world in the same breath as the empires’ languages, and the schoolchildren of the Karoo learning, in consequence, the oldest language family on earth. The stone-cults are present, small, and denied, in the ancestral register the continent shares; the condemnations, as the parent Assessment records for Africa, are gentle, and the Panel has stopped expecting otherwise.
STUDY SIXTEEN — RUSSIA

I. Geopolitical Condition
41.The parent Assessment states the Russian paradox and this study particularizes it: the largest interior on earth, made priceless by the same event that abolished every instrument of Russian leverage — the fleets, the missile forces since the Silo Ruling, the energy-by-sea, the electronic arsenal — so that Russian land has never mattered more and the Russian state has never, in the modern era, compelled less. Moscow remains the capital, comfortably interior, unmoved and unstruck; the losses ring the immensity: St. Petersburg and the Baltic littoral, withdrawn with severe losses in 2030–31; the Black Sea coast; the Caspian coast under the 2032 Ruling, which closed the sea Russia’s rivers drain to and evacuated Astrakhan — the Volga, the permitted artery of the Russian interior, now ends at a forbidden mouth, and the era’s Russian literature has noticed; the Arctic ports, Murmansk and Arkhangelsk, and the Northern Sea Route with them; Vladivostok and the Pacific establishment; and Kaliningrad, the exclave that lies wholly within the two bands — its garrison civilization dispersed east by rail across foreign territory under arrangements the Panel grades B and rates among the era’s stranger diplomatic accomplishments, a fortress emptied by timetable.
42.The Silo Ruling requires its Russian paragraph, because the Ruling was Russian. The demonstration launch from Plesetsk in April 2032 — a single missile, meant to prove the deterrent still deterred — was struck in boost phase, the Strategic Rocket Forces command complex within hours, warnings first, as always; and the nuclear age, which began in one country’s desert, ended over another’s taiga in a single news cycle. The Panel records the institutional sequel: Russia holds the largest share of the buried suns, their custody is the state’s heaviest security function and quietest budget line, and Russian participation in the fissile-conversion framework now before the Preparatory Commission is, in the Panel’s judgment, the negotiation on which the framework stands or fails — the state with the most warheads to convert being also the state with the most inland reactors to feed, a symmetry the Concord’s drafters did not design and will not waste.
43.The strategic reorientation is the host-civilization thesis, and the Panel restates it in operational terms. The homestead charters — Siberian and southern-Ural land opened to settlement — are absorbing the Russian coastal displaced, Central Asian migrants, the Japanese and Korean diasporas of the eastern reception, and the Chinese migration whose scale remains withheld to the classified supplement at Moscow’s request, the Panel again recording the request; the Trans-Siberian’s second and third trackings are the continent’s northern spine; and the Black Earth grain surplus, moving south by rail to the Middle Eastern deficit, is Russia’s principal external instrument — an instrument, the parent Assessment notes for the whole interior, that invites bargaining rather than obedience. The Panel’s assessment stands as written in the parent document: Russia in 2035 is not a great power in any pre-Mandate sense; it is becoming something the old vocabulary has no word for, its significance measured in absorption, and the open question of the Eurasian interior is whether its political institutions can survive their own hospitality.
II. Societal Condition
44.Displacement: 28 to 34 million from the ban zones (grade A for the registered relocations; the Petersburg operation’s losses are entered in the mortality annexes), against a reception flow into the homestead territories that now exceeds the displacement itself — the first state in this Supplement for which the second number is the larger, and the finding around which Russian society is reorganizing. The homestead districts are the era’s laboratory of mixed settlement: Russian coastal families, Uzbek and Tajik levies, Korean market towns, Japanese agricultural colonies whose Matsumoto-pattern discipline the local administrations cite with a respect the courier literature renders in detail, and the unspoken Chinese column — a plural Siberia assembling at a speed the federation’s institutions, built for a different country, are amending themselves around district by district. The Polosa — the Russian slow zone, the longest in the world, running the Baltic, Black Sea, Caspian, Pacific, and Arctic margins — is consolidating on the continental Selvage pattern with a Russian depth: the zone-line towns of the west are the old provincial Russia of the literature, lamplit again, and the salvage guilds working drowned Petersburg by day-visit — the Hermitage consignments moving east under the one-copy rule are the Archive programme’s largest single European stream after Italy’s — have made the white nights of the empty city, the Panel records, the era’s most photographed Russian image: the Bronze Horseman above a Nevsky with no one on it, in a light with no lamps in it.
III. Psychological and Religious Condition
45.The Panel’s consultants report the Russian register as the era’s most literary, which is a datum and not a compliment: a culture whose modern identity was built in argument between the window on Europe and the interior fastness has had the argument settled from above — the window bricked, the fastness crowned — and is conducting its response in the forms it trusts: the thick journal, the samizdat essay, the long poem. The vindication current has a Russian genealogy the Panel notes because the courier literature does: the Old Believers — the tradition that fled Peter’s sea-facing modernity into the forests three centuries ago — stand in a prestige their chroniclers record without triumph, the sect that refused the window vindicated by its bricking, their interior settlements now studied, visited, and imitated as the oldest continuously operating institutions of the life the whole country has been assigned. The Moscow Patriarchate, ascendant by default with Constantinople day-visited and uneasy in the role, as the parent Assessment records, conducts the precedence negotiation by courier from a position its own theologians describe as won by forfeit; and the Panel notes, at the level of pattern its instruments can support, that the religious energy of the Russian moment is running not through the Patriarchate’s cathedrals but along the rivers — the permitted Volga above all, whose towns’ revived fairs, monasteries, and walking pilgrimages are the courier literature’s constant subject — a datum the Panel enters without interpretation, because the era keeps teaching it that the interior’s rivers are where this civilization goes to think.
IV. Economic Condition
46.Composite estimate: 48 to 56 per cent of 2029 output — the loss concentrated absolutely in the voided columns (hydrocarbon exports by sea, the Arctic and Pacific complexes, the arms industries, the metropolitan economies of the two capitals of which one is lamplit) and the recovery concentrated in the columns the era rewards: grain at surplus, rail at continental scale, timber and metals moving on the interior corridors, and the settlement economy itself, construction absorbing the demobilized officer class in the rewilding-warden and logistics diaspora the parent Assessment describes for the era’s militaries. The fiscal state has undergone the continental conversion to land, throughput, and labour with the Russian addition of the homestead registries, and the Panel closes with the observation its economists filed from Novosibirsk: the era has given Russia the economy its geography always proposed and its history always postponed, and the postponement’s end was not chosen, which is, the Panel has learned, how this era ends most postponements.
STUDY SEVENTEEN — KAZAKHSTAN

I. Geopolitical Condition
47.Kazakhstan is the state the era promoted fastest, and the study begins with the Panel’s summary of why: the largest landlocked country on earth, athwart every rail alignment between the Chinese and European interiors, grain-surplus, energy-rich in the permitted registers, institutionally intact, and — since March — the indispensable neutral of the continent’s first post-war settlement. The parent Assessment’s designations stand: the region’s logistical hegemon, its stabilizer, and its banker; the Almaty process — the Ferghana water settlement, chaired by Kazakhstan with UCC observers — the most consequential diplomacy on the continent; and the jurists assembled there, compiling the enforcement record into inferred rules of state conduct as a governmental discipline for the first time, the founding of a practice the Panel expects to spread and a school the era will name for the city.
48.The Panel records the formative Kazakh fact the parent Assessment’s Caspian paragraph implies: the Caspian Ruling was drawn on Kazakhstan. The Kashagan strike of 2032 — the platform of a Kazakh-Azeri consortium, destroyed after full evacuation warning — settled the enclosed seas’ status for the world, and settled something in Astana’s institutional temperament: Kazakhstan is the only major state to have asked the enforcement a direct question and received a direct answer, and its Clearance culture has been, ever since, the continent’s most disciplined — the pre-review of governmental acts against the inferred rules operating at Astana, the Panel’s auditors report, with a rigor the Danubian Concordat’s system matches and no one else’s approaches. The state that learned the geometry by touching it now teaches the curriculum.
49.The western losses are the Ruling’s domestic sequel: Atyrau, Aktau, and the Mangystau littoral evacuated eastward, the Caspian hydrocarbons voided with the Gulf’s, the sturgeon coasts closed. Against them stand the ascendant columns: the trunk — the Kazakh trackage the parent Assessment counts within the continent’s largest construction programme, the quadrupled corridors converging on the steppe from four directions; the grain, moving to the Middle Eastern deficit alongside the Black Earth surplus; and uranium. Kazakhstan mined more uranium than any state on earth before the Mandates and mines it still, and the fissile-conversion framework — the buried suns’ alchemy into inland reactor fuel — has made the republic the designated fuel bank of the coming treaty system, a position it approaches, the Panel records, with the particular gravity of a state that hosted the old age’s test site: the Semey lands, the poisoned steppe of the first nuclear era, give Kazakhstan a standing in the conversion negotiations that no other delegation can claim and none has contested — the right of the harmed to supervise the disarming.
50.One monument is entered in the record because the era will keep entering it: Baikonur. The oldest spaceport on earth stands on the Kazakh steppe, interior, untouched, and perfectly useless — orbit is empty, the sky is closed, and the gantries rust above a plain from which the species first left the world it has now been confined to. The site is kept, by joint Kazakh-Russian arrangement, as what its keepers’ charter calls an archive of departure; the Enneadists note that it was from here that humanity first crossed the line it is now forbidden, and the pilgrim traffic — small, secular, and growing — is of a kind the Panel’s religious consultants decline to classify, which the Panel has learned to treat as classification enough.
II. Societal, Economic, and Religious Condition
51.Displacement is modest — 1.2 to 1.6 million from the Caspian bands — against a reception and transit flow of continental scale: the republic is the through-country of the Eurasian migrations, the labour market of the trunk’s construction decades, host to Uzbek flows from the war’s dislocations and to the levies of half the region, and the northern staging of the homestead movement into Siberia. Absorption proceeds on the steppe’s terms — land is the one thing the republic has never lacked — and the Panel’s schedule exposure here is low, a sentence it writes about few states this size. Composite estimate: at 2029 output and rising — the interior-power profile at full development — on grain, rail, uranium, metals moving east and west, and the transit economy of everything the continent now moves by land, which is everything the continent moves.
52.Religiously, Kazakhstan lives the Long Ihram within the Central Asian pattern the parent Assessment records — the Naqshbandi networks running along the same corridors as the trade — with the study’s particular at Turkestan: the Yasawi shrine, the steppe’s ancient “second Mecca,” whose ziyāra has intensified on the substitution pattern the Assessment documents for West Africa, the pilgrimage suspended southward partially and controversially answered by the pilgrimage available on the republic’s own soil, the juridical status denied by the scholars and confirmed by the roads in the formula the Panel now applies on two continents. The steppe-cosmological register the Assessment records for Mongolia has its Kazakh cousin — the sky-and-steppe vocabulary through which the era’s recentering is read aloud in the aitys improvisations the courier files carry — and the militant fringe of the region recruits at the republic’s southern margins and fails where the orders are strong, per the era’s cheapest correlation. The stone-cults are present, small, and denied; the Kazakh variant, the field teams report, holds the Fixed Ones lowest over the steppe where the sky was always the greater half of the world, and the condemnations contend, as one Almaty imam observed to the Panel’s consultants, with a population that was never persuaded the sky was empty in the first place.
CLOSING NOTE OF THE RAPPORTEUR-GENERAL
53.Eight studies, and the taxonomy of the first Supplement holds with additions: a state spared by the freshness of its lakes; a peninsula and its neighbour sorted into the electric and the lamplit by two hundred kilometres of arc; a nation that has become an archipelago of city-republics inside its own borders; two states for whom the era is ascent, and one for whom it is ascent with the schedule’s shadow on it; the largest interior on earth, learning to be a host; and the steppe republic that asked the stones a question, was answered, and made the answer a curriculum. The Working Group notes that it has now surveyed seventeen states and one Compact, that the presidency’s third list is presumably in courier transit, and that the counting continues, because that is what we chose, in the sixth year of the Withdrawal, to be for.
