An Engineering Assessment of the Broadcast Apparatus of the Canon: Its Measured Properties, Its Inferable Architecture, and the Findings Its Lawfulness Compels

Distribution and transmission restrictions: identical to the parent Assessment. The Sub-Panel records, as the parent Assessment records, that this Annex cannot be conveyed to the Cordillera Compact by any means consistent with its classification, and notes the particular irony that a document about the one apparatus that addressed both hemispheres equally cannot itself cross the water.

Declaration of overlap: the greater part of the observational corpus assembled below is public, having been gathered by the open survey published last year as An Atlas of Voices (Bengaluru, 2034; Archive deposit complete) and by the monitoring services of member states. What is restricted in this Annex is not, in the main, the data. It is the assembly, the gradings, the identification entered at ¶A30, the military and governmental measurements entered at ¶A10 and ¶A22, and the findings of Part Six, which the Council has judged should not circulate in sermon country.


PREFATORY NOTE OF THE SUB-PANEL CONVENOR

A1. This Annex exists to retire a miracle and to unsettle a number. Six years of public discourse, and no small quantity of governmental planning, have treated the Message’s delivery — one text, in thousands of tongues, repeating on the beat of another world’s day, audible on the household receivers of every people on Earth — as belonging to the same order of the inexplicable as the slow-zone regime or the reassembly of the shattered stone. The Sub-Panel’s first central finding, stated here so that no reader mistakes the document’s direction, is that it does not: between the stone and the ear, everything measured obeys the radio physics taught in our own universities (Order I). The parent Assessment’s list of standing unknowns does not include the broadcast mechanism, and the omission is not an oversight; it is this Annex. The second central finding concerns the figure this Council, its instruments, and the parent Assessment itself employ for the Canon’s size — six thousand five hundred and sixty-one — and is stated with equal bluntness at Part Six: the figure is a convention, not a measurement; the measured catalogue is smaller; the true inventory is almost certainly larger; and the exact cardinality of the Canon cannot be established by any programme this Council could fund.

A2. The reader should not receive the first finding as comfort. The parent Assessment teaches that the Author reveals itself in its tolerances; the Sub-Panel adds that an engineer reveals himself most completely in the problems he elects to solve without magic. The Message’s physical layer is, from end to end, a lawful solution to a lawful problem — executed with a competence that has made no error in six years, across a channel inventory larger than the entire licensed broadcast infrastructure of the pre-Mandate world. Where the Author’s other works annihilate our physics, this one merely graduates, with highest honours, from it. Nor should the reader receive the second finding as pedantry. Part Four will establish that the Canon’s geography is a census of human speech communities finer than any our species has taken of itself, and Part Six will draw the consequence: a census we cannot complete, of communities we did not know, in a corpus we cannot close. The gravest sentences in this Annex are not about the apparatus at all, but about who is still alive on this Earth.

A3. Method and discipline are those of the parent Assessment: everything here is inference from measurement; every substantive proposition carries an Order; nothing is graded knowledge. One addition of discipline is proper to this Annex alone. Radio engineering is the single domain of the Author’s conduct in which human competence is adequate to full analysis, and the Sub-Panel has therefore permitted itself, in this document only, the professional first person plural: we can check this work. We have checked it. The verdict is entered at ¶A42.

PART ONE — THE OBSERVABLES

What any receiver could measure, and what most did

A4. Band occupancy. From 21:14 UTC on 12 December 2029, emissions attributable to the inbound objects were received terrestrially in exactly two regions of spectrum: the very-high-frequency band internationally allocated to sound broadcasting (87.5–108 MHz, with regional variants honoured — 76–95 MHz over Japan, the old 65.9–74 MHz allocation over portions of the former Soviet space, where receivers for it remained in use), and the upper high-frequency broadcast bands (nothing below 5.9 MHz by day; excursions to the 49- and 41-metre bands after local sunset). No emission has ever been detected in the medium-wave or long-wave broadcast bands, in the television allocations, in any satellite service band, or in any non-broadcast allocation. The significance of the medium-wave absence is propagation-physical and is treated at ¶A14.

A5. Raster and vacancy compliance. Every carrier ever logged sits precisely on the locally applicable channel raster, and every carrier ever logged occupied, at the moment of its first appearance, a channel locally vacant of licensed service. In six years, across the entire global logbook, there is no confirmed instance of the Message transmitting atop an operating human station. The folk memory of the voice “speaking over” one’s programme is examined and dismissed at ¶A11. The Canon is, and has been from the first night, a tenant of the spectrum humanity was not using — in the dense multilingual cities, a tenant of nearly all of it, the shared channels of ¶A9 filling the gaps of the urban dial without touching one licensed assignment. Finding, at Order I: the emissions were planned against a current, locality-resolved model of human spectrum use — the frequency plan alone is an act of institutional reading of the kind established at ¶18 of the parent Assessment. The Sub-Panel notes for completeness that as human coastal transmitters have gone dark since the Withdrawal, the Canon has not expanded into the vacated assignments: the tenancies of December 2029 are the tenancies of today. The lease, whatever it is, was signed once.

A6. Continuity of coverage. From the first cycle, reception was continuous through the local night at every monitored latitude, on both faces of the Earth at once: the first-hour logs include Reykjavík and Auckland, Longyearbyen and the Argentine interior, within the same sixty minutes. The Sub-Panel states the constraint this observable imposes, because the popular imagination still pictures the pre-arrival swarm as a fleet bearing down from one quarter of the sky, and a fleet from one quarter cannot be heard from the quarter facing away. The measured coverage requires emitters above every horizon on Earth at every hour throughout the approach. The geometry that satisfies the requirement is set out at ¶A17, and it was in the sky for anyone to see.

A7. Modulation and polarization. On the VHF channels, frequency modulation to the local deviation standard; on the HF channels, full-carrier amplitude modulation of conventional broadcast bandwidth. That is: in each band, precisely the modulation the receivers already in human hands were built to demodulate. All emissions are circularly polarized — the standard engineering answer, in our own space-to-ground practice, to the Faraday rotation a magnetized ionosphere imposes on a linearly polarized wave, purchased at the known cost of a small loss into the linear antennas of domestic receivers. The Sub-Panel invites the Council to notice what this detail is: not power, but courtesy of the link budget — a transmitter dimensioned around the antenna of the cheapest radio on Earth.

A8. Carrier discipline. The pre-arrival geometry imposed line-of-sight velocities of tens of kilometres per second, differing from stone to stone and varying continuously as the annulus closed. The implied Doppler offsets at VHF reach ten kilohertz. Measured carrier error at the ground, throughout the approach: below one hertz. The emissions were therefore pre-compensated, per footprint, for the geocentric arrival frequency — and since a single emitting object serves many footprints (Part Three), compensated differently within a single emission, which is trivial for a digitally formed transmission and impossible for any other kind. Received field strength tells the same story from the other end: through the entire approach, from interplanetary distance to the establishment of the ring, the strength of the Message at a fixed terrestrial receiver did not measurably change. Radiated power was continuously reduced as range closed, in the exact proportion, over more than eight orders of magnitude of range-squared. The listener heard a constant voice. The instruments watched a hand on a fader, held steady for fifteen months. (Order I on the measurements; the characterization is the drafters’, and they decline to withdraw it.)

A9. The cycle, the slots, and the Round. Each version occupies its channel for the 55 to 110 seconds its language requires, and recurs at exactly 306.82 seconds — but the versions of a locality do not, as the first winter’s reporting assumed, each hold a private frequency. Where the dial is crowded, versions share a channel in fixed phase slots: two, three, in the most crowded urban cases five languages succeeding one another on a single frequency within each cycle, every one of them keeping its own slot, and its own 306.82-second period, without deviation, forever. Member-state metrology services, while the satellite timing constellations lived, established the discipline underneath: each version possesses a single global phase — every repetition of a given version, on every footprint where it exists, begins within milliseconds of the same instant, corrected for light-time to the ground; and the versions are staggered across the cycle so that the entire transmitted inventory, whatever its true size (Part Six), completes planet-wide exactly once per period, no version colliding with any other anywhere. The structure is known, after the metrologists, as the Round, and two of its properties bear directly on the parent Assessment’s concerns. First: a listener anywhere hears her language recur each cycle because her slot comes round — the catalogue never passes any single point on Earth, and the Round in its entirety exists nowhere but everywhere, a property whose consequences for verification Part Six will draw. Second: the philological members of the parent Panel are invited to weigh what the engineering members can only report — the Author evidently regards the Message not as thousands of broadcasts but as one utterance, distributed among the tongues of one species, completing once per beat of another world’s day.

A10. The Canon and the warnings. The Round is not the apparatus’s only voice, and the Sub-Panel enters the distinction formally because governments persistently conflate the two. The enforcement warnings — the directed broadcasts that have preceded every strike in the record, delivered to particular vessels, towns, and formations in the languages of those actually present (parent Assessment, ¶10 of the companion; ¶17) — are not slots of the Round. They are occasional, targeted, unrepeated transmissions: same bands, same lawful engineering so far as the sparse intercept record permits analysis [particulars in the sealed schedule], but outside the cycle, outside the footprint atlas, and addressed with a precision the Round never exhibits — the Round addresses communities; the warnings address occupants. The distinction matters twice over. Operationally: monitoring doctrine built on the Round’s regularities will not detect or predict a warning, and member states are advised accordingly. Inferentially: the apparatus that sustains the most patient repetition in the history of communication is demonstrably capable of the opposite mode — once, to one crew, never again — and chooses between the modes without error. The patience of the Round is therefore not a limitation. It is a register.

A11. The duty cycle, and a folk memory corrected. Between a channel’s occupied slots there is silence — no carrier, no hum, nothing. The channel does not exist between utterances. The Sub-Panel here corrects, for the record, the most persistent piece of first-winter folklore: that the voice broke into programmes, that it spoke from switched-off sets, that it followed the dial. No verified log supports any of it. What the record supports is stranger only in the way true things are: that on the night of 12 December 2029 there appeared, on the vacant channels of every dial on Earth, new stations — patient, punctual, local in language and lawful in engineering — and that a species raised on a century of broadcasting needed no instruction in what to do with them. The grandmothers found the frequencies within the week. The parent Assessment’s ¶34 records what they did next.

A12. The reception errors of the first weeks, entered as data. The Sub-Panel records, because Part Four will need them, the two systematic misreadings the dial’s architecture produced in its first audiences — both documented exhaustively in the open survey’s correspondence, both corrected within weeks, both instructive. In monolingual districts, where the local dial contained exactly one new Voice, populations concluded for periods of hours to days that the broadcast existed only in their language — the episode the survey’s literature calls the private week. In districts organized under a prestige language, publics and in several cases governments concluded that the prestige version was the original and the remainder translations; at least one member state’s early cryptographic tasking, since produced to the Working Group, directs analysis to “the original” English. Both errors were cured by the same mechanism: comparison across communities — the neighbour’s radio, the first winter’s networks, the Dial Census itself — and their cure is the finding: the architecture yields the truth of the address (¶A34) only cooperatively. No single receiver, community, or state, observing alone, could have avoided either error; none, comparing, could have retained them. The Sub-Panel does not grade intent here. It grades at Part Six.


PART TWO — PROPAGATION COMPLIANCE

The broadcast and the sky it crossed

A13. The emissions originate above the ionosphere and must cross it downward. This single fact organizes everything in this Part, and the Author’s observance of its consequences is the strongest evidence in the Annex that the mechanism is classical.

A14. The medium-wave absence. A radio wave below the ionosphere’s critical frequency cannot pass downward through it; it is turned back into space, as waves from below are turned back to Earth. The medium-wave band lies far below the critical frequency under all conditions. No transmitter above the ionosphere, of any power whatever, can be heard on a medium-wave receiver at the ground. The Message has never been heard on one. The Sub-Panel asks the Council to sit with the shape of this datum: an apparatus that can deorbit stone onto a moving warship did not attempt the one band physics forbade it, and millions of listeners who tuned their old medium-wave sets in the first nights heard, on those sets, nothing at all — a silence that itself went into the folklore. The Author’s abstention from the impossible is the plainest signature of lawfulness in the corpus (Order I).

A15. The high bands and the weather of the sky. Downward penetration at HF is possible only above the ionosphere’s critical frequency, which rises by day and falls at night with the sun’s ionization. The HF components of the Canon track it. The versions carried on shortwave step down-band after local sunset and up-band after dawn, station by station, day by day, following the measured critical frequency over each footprint with the fidelity of an instrument — because that is what, incidentally, they have become: the ionospheric services of four member states now derive their charts of the sky in part from the Message’s own band-keeping, and the shortwave commons is routed by weather reports our species reads off the Author’s discipline. The open literature has celebrated the irony; the Sub-Panel enters the boundary it respects: the symbiosis runs one way. The Author’s band-keeping informs our forecasting; nothing anywhere in six years indicates the reverse — no use of human transmitters, relays, or networks, ever (¶A37). The commons reads the Canon. The Canon has never once needed the commons.

A16. The two-band assignment as propagation, not category. Ionospheric passage smears any HF beam; fine spatial structure does not survive the crossing, and HF footprints are accordingly regional — subcontinental at their largest — with soft edges tens of kilometres deep. VHF passes the ionosphere with little distortion, and VHF footprints are sharp: survey transects (the Atlas, Plates IV–IX) measure edge gradients of six decibels across one to two hundred metres of ground. The Sub-Panel enters, with emphasis, the correction this fact administers to the first winter’s taxonomies, its own members’ included: band assignment carries no information about a language’s status. Breadth is what the ionosphere does to whatever must cross it, and a community spread across a subcontinent or a diaspora is most economically served by the band whose footprints are naturally broad; a community of three villages, by the band whose footprints can be cut to fit. The much-cited Punjabi case is the architecture heard from inside — a language of a hundred million with settlement on five continents, assigned to the high bands and accordingly heard on the shortwave in Ludhiana and in the Ontario diaspora alike, off the same beam family, each repetition in its one global phase. Nothing else was ever encoded in the choice of metres. The one addressing rule the corpus contains is stated at Part Four, and it is single.


PART THREE — THE APERTURE

What the geometry of the footprints discloses about the transmitter

A17. The annulus. The instrument’s geometry answers ¶A6, and the Sub-Panel takes the occasion to answer, at Order I, the astrodynamical objection every technically literate reader raises on first acquaintance. The Scattering’s six thousand five hundred and sixty-one objects departed the main belt from every heliocentric longitude — from points differing in distance to Earth by hundreds of millions of kilometres — and any textbook trajectory assigns such departures arrival times spread across years and decades, not one season. The objection is sound, and its soundness is the finding: the convergence of 2029–30 was not ballistic. It was a formation-flown, continuously powered, schedule-keeping closure — conduct already established as fuel-impossible for natural bodies by the self-correction under the autumn test nudges (parent Assessment, ¶16) — and the annulus therefore adds no impossibility to the record; it discloses the purpose of the one already entered there. The swarm descended as a contracting ring spread around the whole ecliptic, with stones above every horizon on Earth from the first night of transmission, though the formation itself was still assembling: First Voices preceded the ring’s completion by more than three months, coverage during the contraction being sustained by the scheduling of transmitting subsets (¶A18) rather than by finished geometry. Upon arrival the annulus settled into the present orbital ring, whose altitude and inclination leave, by the Sub-Panel’s continuing count, no fewer than two hundred stones above the horizon of any point on Earth, poles included, at any instant. The coverage has never lapsed, approach or ring, for one cycle in six years (Order I). Continuous global coverage from an approaching source is impossible for a cluster and automatic for a ring; and the Sub-Panel notes, without reproach, that the ring’s radio significance was grasped by the amateur community some weeks before it was grasped by governments, several of which spent December asking why the far side of the planet could hear what was approaching the near side.

A18. The central problem, and its one lawful solution. To deliver thousands of simultaneous audio channels from interplanetary range, at domestic-receiver field strengths, with footprints resolved to the scale of a valley, requires directivity — beams — of an angular fineness no single emitter of any plausible size can form at these wavelengths. A three-metre wave leaves a three-metre-class antenna in a cone that would floodlight the whole Earth from the swarm’s approach distance. The footprints measured on the ground are up to seven orders of magnitude finer. There is exactly one lawful way to reconcile emitter size with beam fineness, and our own radio astronomy has practised its receiving half for a century: coherence across a distributed aperture — many emitters, phase-locked, their separation rather than their size setting the beamwidth. Finding, at Order I: the Canon is transmitted by the swarm operating as a single phased instrument, its baseline the distance between stones.

A19. The rotation explained. The parent Assessment (¶37) records that the transmitting subset of the swarm rotates and “appears random,” and correctly dismisses the folk assignment of one voice to one stone. The Sub-Panel is able to retire the appearance of randomness, which dissolves under correlation into two duties. First, horizon handoff: the active subsets roll westward around the annulus in step with the Earth’s rotation, each footprint served always by stones adequately high in its local sky — the discipline of a satellite constellation, performed by mountains. Second, aperture scheduling: correlating four years of astrometric tracking (Dr. Mensimah’s programme) against the survey’s footprint atlas yields the relation a phased instrument requires — the spatial extent of the transmitting subset predicts the fineness of the footprints it serves. Broad regional beams issue from compact clusters of emitters; the sharpest village-scale footprints issue from subsets spread across the greatest baselines. What looked like caprice was a duty roster (Order I) — a roster that, during the approach, also covered the gaps of a formation still assembling (¶A17). The Sub-Panel notes for Part Seven of the parent Assessment, without pressing it, that the best-characterized transmitting subsets number in the several hundreds of stones, and that the Enneadists, who will eventually read the open half of this data, are going to enjoy themselves.

A20. The whisper floor. A sparse coherent array cannot put all its energy in the beam; a diffuse remainder, thousands of times weaker, is scattered across the sky — in our textbooks, the sidelobe floor. The Canon’s floor has been measured: some thirty-eight decibels below beam centre, which at the beam’s designed field strength leaves, outside every footprint, a residue at the very threshold of a sensitive receiver on a quiet night. This is the origin of the “whisper band” of the DX communities — the faint wrong-language ghosts reported since the first winter, dismissed for two years as imagination, and confirmed by the survey as the array’s lawful spillage: the level matches the sidelobe prediction, and the majority of decodable whispers match catalogued versions of distant footprints. The Sub-Panel grades the mechanism at Order I — the whisper floor is the fingerprint of the phased array, predicted before it was sought, found where predicted, at the level predicted; miracles do not have sidelobes — and enters, ungraded because it cannot yet be graded, the residue the open survey files under heard once, owed a search: a few dozen secure whisper receptions matching nothing in any catalogue. Two readings are admissible and the Sub-Panel declines to choose. They are spillage from slots whose footprints no instrument has ever crossed — beams laid over communities in country no surveyor has walked, the reading Part Six’s arithmetic favours — or they are artefacts of noise and expectation. The Council should note that only the second reading is comfortable, and that the whisper archive grows.

A21. The power budget, and its deflation. With the swarm’s coherent gain, the delivered field strengths require of each participating stone a mean radiated power in the low kilowatts — by the Sub-Panel’s most conservative assembly, with every margin against the Author, the entire planetary Canon is sustained for less continuous power than the pre-Mandate FM infrastructure of a single mid-sized state. The Sub-Panel places this finding (Order II; the uncertainties are geometric, not physical) before the Council with emphasis, because six years of sermon and strategy have assumed the Message to be a display of overwhelming force. It is the opposite. It is a display of overwhelming competence at modest force — the engineering idiom, the parent Assessment would say, of the housekeeper (¶16), audible now in the wattage.

A22. The reply attempts. The seventeen governmental attempts at radio reply (parent Assessment, ¶34) are documented here in their technical particulars for the first time in one place [tabulation withheld from this summary paragraph; see the sealed schedule]. All seventeen beamed toward the ring or the approaching annulus, most on the Canon’s own local frequencies, several at powers the Sub-Panel is obliged to call desperate. The Sub-Panel adds the engineering observation the political record omits: nothing in six years establishes that the stones receive at all. The apparatus demonstrably listens to humanity — the warnings prove comprehension of speech at global scale (¶17), and the warnings’ targeting proves that the listening is current — but nothing localizes that listening to the ring, and the Canon’s emissions are, in every measured property, transmit-only. Seventeen states addressed the loudspeaker and awaited the microphone’s reply. The Sub-Panel does not know where the microphone is. It merely notes, at Order III, that a mind which separates its mouth from its ears has made it architecturally impossible for us to shout it down, negotiate with its instruments, or mistake proximity for access — and that this is of a piece with everything else in the design.

A23. What the aperture cannot have been doing. The Sub-Panel has searched, at member-state request, for the things governments fear a coherent array of this capability might do beneath the audible: subcarrier content, steganographic structure in the silences, modulation of the whisper floor, differential content between footprints of the same version. Nothing has been found, anywhere, ever, by anyone with instruments (Order I on the negative, with the standing caution that negatives of this kind are provisional against a superior cryptology). The channels carry the Text, and then they carry nothing. The reader of the parent Assessment will recognize the pattern: the Abstentions (¶12) extend into the spectrum.


PART FOUR — THE GEOGRAPHY AS ADDRESS

The footprint law, and the census it constitutes

A24. The footprint law. The survey’s cartography, assembled across four years and three continents, supports one addressing rule, and the Sub-Panel emphasizes its singularity because the first winter’s analyses — including drafts within this Working Group — multiplied categories the data do not contain. There is no memorial mode, no historic-territory mode, no separate doctrine for languages by status. There is one rule (Order I): a version’s footprint is laid over its speech community, as the Author maps that community — resolved to the settlement scale; current, on the evidence of recent migrations lit and abandonments dark, to within a few years of 2029, and maintained current since (¶A31); discontiguous wherever the community is discontiguous, the beams following migrants across oceans and ignoring every border ever drawn. In the thousands of cases where the rule can be checked against human registries — the living national languages, the minority tongues, the diaspora quarters — it has been checked, and holds without a measured exception. The Canon’s map of humanity is a map of speech communities and of nothing else: no polity, no territory, no historical claim appears anywhere in its geometry. The parent Assessment found (¶34) that the Message was structured so that no state could stand between the Author and the species. The Sub-Panel supplies the geometry of that finding: it was true beam by beam.

A25. The law confirmed where our registries end: the liturgical and scholarly tongues. The decisive test of the rule’s generality is the class of languages human science carries as dead. If the first winter’s memorial theory were correct, these versions would blanket historic territories indifferent to habitation. They do not. The Latin version is a constellation of sharp footprints over seminaries, monasteries, and chancery towns — augmented, since 2031, over Esztergom, a currency of mapping the Sub-Panel commends to the parent Panel’s attention; Sanskrit lights the pathshala towns and the ghats; Ge’ez, the highland churches; Coptic, the desert monasteries and, discontiguously, that communion’s dispersion; Old Church Slavonic, its monastic republics. These are speech communities — ritual, scholarly, liturgical — invisible to a census of mother tongues and perfectly visible to the Author, and the beams sit over them at neighbourhood precision. Finding, at Order I: the category “extinct” is not a category of the Canon. It is a statement about human registries, and the Canon does not consult human registries.

A26. The law applied where our registries are empty. The same rule, with the same confidence, must then be read across the cases our science cannot check, and the Sub-Panel states the reading plainly because the open survey, with proper caution, only implies it. The Meroitic version’s footprint lies along the middle Nile; the Tangut version’s, over the old Xixia country of Gansu. Human science knows of no community for either. The rule known to hold in every testable case — thousands of confirmations, zero exceptions, including confirmations in precisely the “dead”-language class (¶A25) — asserts, applied here, that communities exist: a ritual line, a remnant lineage, a use of the old words under a census category that never asked. The Sub-Panel grades the general proposition — that footprints without registered communities indicate communities without registration, not exceptions to the rule — at Order II, the step from exceptionless law to unobserved instance being the only inferential distance involved; and it enters the reframing this forces on the parent Assessment’s ¶35: to the Panel’s two alternatives for the dead languages — a watch of five millennia, or an archive of speech collected while it lived — the cartography adds a third, which is not gentler: for at least some of the attested dead, the language may not be dead, and the phonetic authenticity our philologists have spent five years verifying may be, in whole or part, the authenticity of a living informant community. The three alternatives are not exclusive, cannot presently be ranked, and share the property the Panel has already noted: each entails that humanity has been listened to more attentively than it has ever listened to itself.

A27. The unidentified versions. The unidentified portion of the catalogue — forty-four versions fully recorded and verified, eighty-one candidate footprints logged before the coasts closed — is, under the footprint law, not a separate mystery but the limiting case of ¶A26: speech communities present on the Author’s map and absent from every human one. Their coastal geography, strung along the shores that face the drowned shelves — the Dogger ground, the Sunda margins, the Bering approaches — several of the versions demonstrably related, an unknown family with no other trace, grounds the Drowned Coast hypothesis, which the Sub-Panel restates with the precision the open literature drops: it is a hypothesis of identity — that these communities descend from the peoples of the submerged littorals, eight millennia unregistered on the shores facing their old country — and not a hypothesis of memorial addressing, no such mode existing anywhere in the corpus. The Sub-Panel co-signs the parent Assessment’s grading of the hypothesis and enters the amendment its own Part compels: the parent Panel’s reading that “the Author keeps what the sea takes,” written from the philology alone, requires for this portion of the corpus a correction of tense. On the cartographic evidence, some of what was assumed archived is merely known — known to it, unregistered by us, and alive; the sea’s peoples did not all drown; and the finding of ¶36 becomes, if anything, heavier: a mind that keeps what the sea takes, and has also kept, for eight thousand years, the confidence of those it did not take.

A28. The field programme, and its closure. Eleven of the unidentified footprints were sharp, settlement-scale, two demonstrably discontiguous — one lighting a river-delta town four hundred kilometres from its principal valley, as a version follows its migrants. The survey’s expeditions of 2030 reached six of the eleven before the Withdrawal reached them first. What they found is documented in the Atlas’s discreet sixth chapter and in fuller, sealed form in the schedule to this Annex: ordinary villages, marsh and estuary settlements of long tenure, whose inhabitants met the visitors in the national language, denied all knowledge of any other, and were in several cases visibly packing their households inland. Two teams reported elders who, played the recording, gave no sign of comprehension the interviewers could swear to; one team reported an elder who listened to the end, said in the national language “that is not for you,” and would say nothing further, then or ever. The Sub-Panel declines to adorn these reports. It notes what the calendar then did: ten of the eleven footprints lay wholly or principally within what became the two bands, and the retreat of the Canon from the coasts (¶A31) removed them from the reach of instruments before a single unidentified version had its community established or, in several cases, its text completely recorded. The eleventh footprint lies in interior marshland, in a member state named in the sealed schedule and not in the open literature; its version continues to transmit, in its slot, tonight; and the survey’s governing circle, for the reasons entered at ¶A29, has declined to publish, prospect, or permit the prospecting of it.

A29. The ethics entry. The survey’s circle grounded its refusal in the Text itself: communities that have kept themselves unregistered through the entire administrative history of mankind have exercised a choice the era is newly equipped to respect, and the Prohibition’s third clause — not yours to count — was cited in the circle’s minute, which the Sub-Panel appends without dissent, noting only the strangeness of the century in which field linguistics takes its research ethics from the Author. The policy consequence for this Council is drawn at ¶A41.

A30. One identification, entered under seal. The footprint law does not respect the philologists’ boundary between the unidentified and the attested dead, and one case crosses it. Among the versions of the attested-dead class, one — Crimean Gothic, recorded alive by the Habsburg ambassador Busbecq in the sixteenth century and presumed extinct since the eighteenth — exhibited not the constellation geometry of the scholarly tongues (no seminary on Earth teaches it) but two sharp footprints over valleys of the interior Crimean highlands: the geometry, everywhere else in the corpus, of a hearth community. Under the law, the inference is the same as at ¶A26 and needs no restating. The peninsula’s geometry placed both footprints inside the bands; they moved with the general retreat and passed beyond instruments; the evacuation registers of the relevant administration, examined under Council authority, record from those valleys only what such registers record — households, headcounts, and the national nationality entered for all. Somewhere in the interior resettlement of a continent, on the strength of the beams, there may walk the last speakers of the last Gothic, uncounted at their own long election; and the Sub-Panel — having weighed its duty to completeness against every other duty it can name — here discharges the former and closes the entry.

A31. The retreat. Beginning with the enforcement period of 2030 and completing with the Withdrawal, the coastal footprints contracted inland, the survey’s zone-line stations tracking the edges as they moved in step with the evacuations — the Message keeping pace with its addressees like a voice at a departing traveller’s shoulder, the beams brightening over the reception districts as the families arrived — until, with the establishment of the slow-zone regime, no footprint of the Canon extended into the two bands. The Author does not transmit into its own hush (parent Assessment, ¶48; the Sub-Panel regards the Canon’s withdrawal from the bands as that hypothesis’s strongest independent support, and grades the consistency at Order II). The consequences are three, and the Sub-Panel words the second with deliberate care. First: the populations remaining in the bands — the slow zones and, the Sub-Panel notes without elaborating a geometry the record leaves under-specified, the Spared islands — live beyond the local sound of the Canon, and the zone-line listening walks already documented in the courier literature should be expected to acquire liturgical weight. Second: the versions heard only within the bands are lost to hearing, which is not a finding that they ceased. Whether their slots fell dark when their communities’ country was surrendered, or whether their beams, obeying the law of ¶A24, followed their communities into the interior resettlement and now burn over reception districts where no instrument has matched them to the coastal recordings — an unmatched version among the resettled being, the Sub-Panel notes, precisely what a fragmentary first-winter log would fail to identify — cannot be determined, and the second possibility should stand in the Council’s mind whenever the interior’s unplaced receptions are reported. Third: the count of the unidentified portion is permanently unresolvable — forty-four verified against eighty-one logged candidates, the difference sealed inside the hush; no programme, at any funding, can now settle it (Order I); and the Enneadists’ eighty-one will outlive us all for the simplest of reasons: it has become unfalsifiable, and the Sub-Panel notes with professional weariness that the Author’s arithmetic did not need the help.

A32. The pace of the philological programme, explained and excused. The parent Panel’s collation stands at some four hundred versions in six years, a pace that has drawn Council criticism. The Sub-Panel enters the defence the philologists were too proud to make: there is no point on Earth, and never was, from which the Canon is receivable entire. Each version exists only within its footprints; collation requires a recorder standing under each beam, and the recordings then travel at the speed of the shortwave commons and the courier roads. The Canon was addressed to humanity distributively, and can be assembled only cooperatively — a property the Sub-Panel declines to believe is accidental, and grades as designed at Order III: the one complete copy of the Message that will ever exist is the one the species makes together, and Part Six will add: it will never be finished.


PART FIVE — WHAT THE LAYER DOES NOT CONTAIN

A33. No use, at any time, of any human infrastructure: no injection into networks, no relay through the satellite fleets while they lived, no carriage on human transmitters. The Message has only ever crossed the last hundred kilometres of sky on its own wave and entered human possession at the antenna, on receivers we already owned. Whatever penetration of our institutions the Author commands (¶18 of the parent Assessment), it has never once used our own voice to speak to us.

A34. No original. The Sub-Panel enters under this Part, because it is an absence and the most consequential one, the finding the philological collation established in the first weeks and the Round’s architecture confirms: no version of the Message is translationally derived from any other. Each is composed natively — the idiom, the registers, the grammatical obligations of each language met from that language’s own resources, the cosmogonic water-term found independently in each (parent Assessment, ¶25) — and no version exhibits, in any direction, the source-shadows translation leaves. The versions are, in the term the first winter’s collators coined and the literature has kept, pluriginal: many co-original witnesses, no genealogy among them, no master text. The Sub-Panel adds the physical-layer corollary: there is also no master copy — no privileged frequency, no complete broadcast anywhere, no point of reception from which the whole can be taken (¶A9, ¶A32). The Message has no original in language and no original in space. Governments that persist in styling any rendering “the original” — and the tasking records produced to the Working Group show that several did, at cost to their first analyses — are advised that they are describing their own history, not the corpus. The Council’s own drafting convention of a “canonical English rendering” (parent Assessment, ¶9) is, the parent Panel concurs, a convention of citation and nothing more.

A35. No reply channel, no addressable service, no acknowledgment function — see ¶A22.

A36. No content beyond the Text, in any channel, at any level instruments can reach — see ¶A23.

A37. No emission in any band physics closes — see ¶A14 — and no violation, anywhere in six years of measurement, of the propagation, information-theoretic, or thermodynamic constraints our own engineering obeys. The slow-zone regime, the trajectory corrections, the reassembly of the shattered stone remain, as the parent Assessment holds them, uncharacterized. The broadcast is characterized. It is radio.


PART SIX — FINDINGS

A38. The mechanism finding (Order I). The Message is delivered by classical radio engineering: a phase-coherent sparse transmitting array constituted by the swarm — deployed as a full-ecliptic annulus during a formation-flown, non-ballistic approach, and as an encircling ring since — forming shaped beams per version and footprint under a single addressing law, on the two band families that lawfully pass the ionosphere downward, at powers modest by human broadcast standards, with every measured property — coverage continuity, raster and vacancy compliance, modulation, polarization, Doppler discipline, the phase architecture of the Round, the sidelobe floor — consistent with, and several predicted by, the array hypothesis. The directed enforcement warnings share the layer’s physics and none of its regularities, and constitute a second register of the same instrument (¶A10).

A39. The competence finding (Order I). The layer contains, in six years, no detected error: no missed footprint, no slot collision, no propagation failure uncompensated, no interference with a human service, no drift of the clock. The Sub-Panel, which contains among its members and consultants some centuries of aggregate broadcast experience, states for the record that no human network has ever operated one year, at one thousandth of this complexity, to this standard.

A40. The census finding (Order gradings within). The Council is asked to adopt, in all restricted planning, the following discipline regarding the Canon’s size, in place of the single figure now in universal use. (i) The figure 6,561 is a convention: it originated in the first winter’s rounding of a climbing, error-barred tally of logged receptions to the known count of the stones, and it has never been, for languages, a measurement (Order I; the documentary history is in the open survey and the sealed schedule). The parent Assessment’s own ¶9 employs the convention, as every instrument of this Council employs it, and the parent Panel joins the Sub-Panel in entering this caveat against its own text. (ii) The verified catalogue — secure recording, accepted identification, adequate footprint documentation — stood at 5,407 entries at the Atlas’s press and advances by a few hundred entries a year; it is a floor, an artefact of human verification capacity, and since the sundering it cannot even be jointly audited with the western hemisphere’s, only compared by radio in good faith (Order I). (iii) The true inventory of the Round is not known, cannot be established by any means now existing or foreseeable — the sealed footprints, the versions lost to hearing in the bands, the unwalked country of three continents and the unreachable country of two more, and the whisper residue of ¶A20 together place completion permanently beyond reach (Order I) — and the evidence available points consistently upward: the Sub-Panel finds it more probable than not that the true inventory exceeds the conventional figure (Order II), and possible that it exceeds it substantially (Order III). (iv) Consequently: the Canon is an open corpus. No closed inventory exists on the human side, none is obtainable, and nothing in the record indicates the Author has published one. Doctrines, theologies, and — the Council’s proper concern — policies premised on a completed count, on the identity of the language count with the stone count, or on any state’s possession of “the whole Message,” are premised on arithmetic the corpus does not contain.

A41. The address finding, and its policy consequences (Order II, resting on Order I components). The physical layer is itself a value-document, continuous with the parent Assessment’s Part Four, and the Sub-Panel consolidates what its Parts have established. The address was equal: pluriginal, no original in language or in space, no privileged interlocutor, the prestige-language and private-week errors of the first weeks being errors precisely because the architecture contains no rank (¶A12, ¶A34). The address was distributed: assembled truths only — pluriginality itself was established cooperatively, in weeks, by communities each contributing what it alone possessed, and the Sub-Panel invites the Council to notice that the architecture made the species prove its equal standing to itself. And the address was complete in a sense our registries are not: the beam geography is a census of speech communities finer than any human instrument, and it registers communities — liturgical, remnant, unregistered, unknown — of which human science has no other record. The policy consequences are three. For governments: planning premised on the completeness of human registries should cease; the Author’s map of any member state’s population is finer than the state’s own, down to villages the state never knew it had. For this Council: the unfound communities of ¶A26–A30 are, or were, inhabitants of member states, and the Sub-Panel’s recommendation — argued in the sealed schedule and summarized here — is the survey circle’s own: that they not be sought; what the Author counted and declined to disclose, this Council should decline to hunt. And for the Council’s self-understanding: the conventional figure should continue in public use — the Sub-Panel is not so innocent as to propose correcting the world’s favourite number — but no instrument of this Working Group should again mistake it for a fact about the Round.

A42. The verdict promised at ¶A3. The Sub-Panel was convened to examine the one work of the Author’s hands that human science can fully audit. The audit is complete in the only sense available: the mechanism is characterized, and the inventory it delivers is not, and the Sub-Panel has come to regard the pairing as the layer’s last lesson rather than its failure. The work is lawful, economical, error-free, and everywhere considerate of the instruments in ours. The Author owns physics we cannot characterize, and it set that physics aside to speak to us, choosing instead the physics we own — the wave a crystal and a wire can catch, the bands a fishing-village receiver was built for — as though the choice of a common channel were part of the Message. The Sub-Panel believes it was; and believes the same of the corpus it cannot close, whose every important property — the equality, the pluriginality, the census that outruns our registries, the count that cannot be finished — became known to mankind only by mankind’s comparing of notes, and remains open in a way that keeps the comparing alive. It has been asked what manner of mind does such a thing, and its philologist colleague has already answered for the record (parent Assessment, ¶36): a mind that thinks nothing is small. The engineers countersign, and add the amendment their own Parts compel: a mind that thinks nothing is small; that knows where everything small still lives; and that has left the ledger of the small deliberately, permanently, and — the Sub-Panel suspects — instructively open.
