The editorial name for this reading edition: the inhabited and cultivated earth that remains between the forbidden primal waters, high sky, and space. In-world, it denotes the land humanity is told to live long in after the Withdrawal — neither coast nor orbit, but the between where states, churches, markets, and archives endure under the Mandates.
The imposed order that reshapes civilization after 2029. Not a human government, treaty, or religion, but a new geometry of physical and legal constraint: where people may live, what energies they may use, and which domains — sea, coast, sky, space — are closed. The name reflects the widespread inference that enforcement originates from whatever answered humanity’s breach of Europa.
The nuclear-heated cryobot of NASA’s Europa Ingress Mission (EIM), launched 2026 aboard the orbiter Marius. Named for the poet who descended to the underworld and did not return — a name later regarded as prophetic. On 29 June 2029 it breaches the ice–ocean interface at Conamara Chaos; contact is lost on 2 July after a final packet containing a structured return echo.
An open letter signed by 4,100 scientists opposing the Europa melt-through, led by Dr. Amara Okonkwo-Bassey of the University of Ibadan. COSPAR’s planetary protection panel also objected formally. The mission proceeded anyway, reframed by its champions as national prestige after a Chinese Europa orbiter announcement.
The event of July 2029 in which survey telescopes detect 6,561 asteroid-scale objects leaving the main belt on fuel-impossible trajectories toward Earth. Sizes range from gravel piles to a 2.1 km monolith nicknamed Grandmother. Transit time to Earth: roughly eight and a half months. The count 6,561 (9⁴) launches a century of base-nine numerology among the Enneadists.
The period from the Scattering (July 2029) through the completion of the Ring (26 March 2030): humanity watches the stones converge, debates futile defenses, receives First Voices, and begins informal inland flight before the first strikes. Newspaper editorials from this autumn — before anyone has heard the stones speak — are preserved as Long Approach documents in the archive.
12 December 2029: a rotating subset of the approaching stones begins transmitting the Message in thousands of languages, each full speech repeated every 306.82 seconds — later shown to be exactly one-thousandth of Europa’s orbital period. The interval is maddeningly un-round in every human timekeeping system.
The roughly 140-word transmission broadcast from the stones from First Voices onward, never amended and never repeated in anger. It forbids the primal waters, their coasts, the sky, and space; orders withdrawal; and promises long life in the between. It does not mention islands, day-visits, war, or later enforcement doctrines — humanity learns those by catastrophe. Canonical English rendering:
“The primal waters, their coasts, the sky, and space are now forbidden to you: Withdraw!”
Hear the whole of it. The sea that was before you: forbidden. Every shore the sea touches, to the depth of fifty-nine thousand and forty-nine parts of the ten million eight hundred thousand parts of the line from ice to ice: forbidden. The air above you, higher than a raised voice carries: forbidden. The dark beyond the air, to its farthest stone: forbidden.
What you built in these places you will unbuild or abandon. What lives in them is not yours to take, to name, or to count. You were tenants there, never heirs, and the tenancy is ended.
Withdraw, and live long in the between. Remain, and be removed. This word is the only word; there will be no other, and it will not be said in anger.
The completed geostationary array of 6,561 stones, evenly distributed, settled into place on 26 March 2030. Because the orbit is geostationary, each stone hangs motionless in its patch of sky night after night — among the wheeling stars. Known by many names: the Fixed Ones, al-Misbaḥa, Ozherel’ye, Tenmei no Wa, the Chaplet.
Popular name for the stones of the Ring, emphasizing their apparent stillness against the rotating heavens. The era’s most reproduced visual motif — and, in time, its most practical navigational reference.
Adherents of a numerology movement formed around the count 6,561 (9⁴, then 9⁵ in the ban-zone measurement). Half-mocking, half-devout; they treat base-nine symmetries in Mandate geometry as confirmation of a single intentional author.
Folk belief that each of the 6,561 transmitting languages corresponds to one specific stone. The transmitting subset appears random; the symmetry is never confirmed, but remains ineradicable in popular imagination.
The Message’s term for the forbidden seas and oceans — including, after the Caspian Ruling of 2032, enclosed seas such as the Caspian. Lakes and rivers (Great Lakes, Baikal, Victoria, inland waterways) remain permitted; the distinction is learned empirically through strikes and warnings.
A coastal strip measured at 59.049 arcminutes (~109 km) inland from mean high tide worldwide — exactly the depth encoded in the Message once Atlas Sindicato strike-mapping decodes the measurement clause (59,049 = 9⁵ parts of the meridian “from ice to ice”). Permanent human habitation and industry are forbidden after March 2030; presence triggers enforcement.
The second coastal band, of equal depth inland of the ban zone, where recurrent atmospheric electromagnetic discharges destroy grids, telecommunications, and most electronics. Habitation is permitted; high-energy technology is not. Strategists treat it as a logistics moat — any organized attempt to re-exploit the coast must cross ~200 km where nothing electronic works.
The slow zone viewed as a civilizational margin: the band or selvage where post-electric life develops its own prestige, courier roads, print culture, guild seals, and identity — often more connected to neighboring band sections than to the powered interior of the same state. Selvage life is poorer in watts and richer in local competence.
Land beyond both the ban zone and the slow zone: relocated capitals, hospitals, ministries, industry, and functioning electrical grids. Where states run their main apparatus after the Withdrawal — Kansas City for the United States, Lyon for France, Erfurt for Germany, Matsumoto for Japan, and many others.
The enforced relocation of humanity from forbidden coasts, roughly 2030–2034 — the largest migration in history, with some 2.9 billion people displaced from ban zones and hundreds of millions more slowly leaving de-electrified littorals. Coastal capitals wound down in staggered phases; inland seats consolidated; archives triaged and salvaged.
Sociologists’ name for the informal inland flight that begins during the Long Approach — before government orders — as coastal elders in the Philippines, Bangladesh, Peru, West Africa, and elsewhere quietly move families inland, deciding the voices on the radio were not lying.
An empirical tolerance (established 2033–2036): forays into ban zones are permitted if no one stays overnight. Enforcement targets habitational signature — repeated occupation, durable shelter, cleared and planted ground — not brief pilgrimage, salvage, or archaeology. The verb remain in the Message is read as the operative distinction.
Analytic and theological name for the unseen intelligence inferred to enforce the Mandates — never observed directly, never negotiating, acting through the stones, warnings, and strikes. Documents also call it the Mandator; populations experience it through the Fixed Ones.
The enforcement shift of 2031 from destroying violating objects to punishing responsible hierarchies — ministries, parliaments, commanders, owners. Crystallized in the Bremerhaven Precedent: the pen, not the net, drew the strike. Naypyidaw (2032) extends the principle to legislatures that authorize violations.
May 2031: Germany, seated at Erfurt, permits a Bremerhaven fishing fleet to continue North Sea operations. Eleven days later the strike falls on the federal ministry that signed the exemption — not the boats. The chancellor resigns; maritime prohibition follows; every legal system studies a new species of liability.
The inferred Second Doctrine (from 2032): interstate aggression is treated as a Mandate violation, with punishment falling on responsible hierarchies — as in the Ferghana War (2035), when Tashkent is decapitated in nine hours while Kyrgyz forces are left untouched. Never announced; learned by object lesson. War between nations becomes rare and slow; coercion migrates to trade, water, and refugee quotas.
April 2032: a Russian test ICBM is struck in boost phase; the Strategic Rocket Forces command complex follows. The inference is absorbed globally in a single news cycle: a ballistic arc is the sky, and the sky is forbidden. Nuclear arsenals become inert mass — “the buried suns.”
The observed asymmetry that internal violence — civil war, pogrom, massacre within borders — is not reliably punished by the Mandators, while cross-border aggression is. The era’s worst atrocities often occur in full view of the motionless stones, which do nothing. A central theological wound of the century.
A crowd-sourced strike-mapping collective (successor to OpenStreetMap traditions), coordinated from Cuenca, Ecuador. By late 2030 it establishes the ban-zone depth with eerie global consistency and unlocks the Message’s measurement clause.

Economic-diplomatic bloc founded 2036 at La Paz by interior powers — Ethiopia, Kazakhstan, Bolivia, Mongolia, Switzerland, Paraguay, Uganda, and others — replacing the drowned G7 with rail gauges and grain.
